COUNCIL ACTION FORM
SUBJECT: Amendments to the Municipal Traffic Code
BACKGROUND:
Events have occurred which create potentially dangerous situations that the
staff believe could be more effectively addressed with additions to the
Municipal Traffic code. Section 26.72, riding on parts of vehicles not
intended for passengers should include a provision prohibiting the operator
of the motor vehicle from allowing this activity. This inclusion should make
the operator an ally in stopping this dangerous situation.
Section 26.60, duties on approach of emergency vehicles fails to deal with a
situation where a police car is running red lights without the siren. This
does occur in cases such as responding to silent alarms and prowler complaints.
ALTERNATIAVES:
1 . Take no action.
2. Pass on first reading the attached amendment to Section 26.72 of the
Municipal Code.
3. Pass on first reading the attached amendment to Section 26.60 of the
Municipal Code.
4. Pass on first reading the attached amendments to Section 26. 72 and 26.60
of the Municipal Code.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt alternative #4
and pass on first reading the attached amendments to Section 26.72 and 26.60 of
the Municipal Code. The Police Department believes that they are needed to aid
them in controlling potentially dangerous activities on the streets.
