SUBJECT: Water and Sewer Connection Fee Ordinance
BACKGROUND:
In various locations throughout the community, the City has constructed
water mains and sanitary sewers in accordance with the approved capital im-
provement plan. This construction is financed by the appropriate utility
fund with no contributions from the adjacent property owners. In order to
recover a portion of the City' s cost, a connection fee has been established
that the adjacent property owner pays when the service connection is made
to the utility main.
The existing fees established in 1978, are $5.00 per foot for water main
and $6.50 per foot for sanitary sewer main. The fee schedule is set up so
that the amount recovered from the connection charge for each property will
cover approximately one-half of the capital cost of construction.
Construction costs have increased significantly since 1978 and the new
rates, as shown on the attached ordinance, reflect current average con-
struction costs. The implementation date of September 1 , 1985 will allow
• sufficient time for completion of existing plumbing contracts as well as
provide time for notification of plumbers and others involved with this
type of work.
ALTERNATIVES:
1 . Enact the new ordinance updating the water main and sanitary sewer con-
neciton fees to reflect current construction costs.
2. Reject the new ordinance thereby leaving the existing ordinance in ef-
fect. Capital cost recovery will thus be diminished.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt the at-
tached ordinance revising the water main and sanitary sewer connection
fees, to $6.50 per lineal foot for water main and $12.00 per lineal foot
for sanitary sewers.
