COUNCIL ACTION FORM
SUBJECT: Approval of Modifications in the Zoning Ordinance Revision Dealing
with Front-yard Parking
BACKGROUND:
The City Council , at their April 2nd meeting, directed the City Attorney to
prepare the specific ordinance language that would allow front-yard parking.
The Council gave specific direction to the City Attorney to be sure that
front-yard parking would only be allowed for totally new construction .
Section 29 .43(2) ( a) is the proposed language that addresses this concern.

Section 29 .43(3) is the proposed language that will prohibit front-yard
parking except on driveways under certain conditions. Section 29.79 addresses
the hard-surfacing requirement for all new parking lot areas and driveways in
all zoning districts. This is of critical importance because previous
requirements did not require hard surfacing.
On three previous occasions, the Planning and Zoning Commission reviewed and
discussed various aspects of the proposed Zoning Ordinance amendment that
would enable front-yard parking.
The Department of Planning and Housing sent special notice to various
development groups in Ames asking them to attend the May 1st meeting and
asking them to provide comments on the proposed amendment prior to City
Council consideration. Only one written series of comments was received.

The Department of Planning and Housing and the Planning and Zoning Commission
have recommended that this proposed amendment be approved.
ALTERNATIVES:
1. The City Council can approve the proposed Zoning Ordinance amendment and
set May 21, 1985 as the date for the public hearing on the proposed
amendment.
2. The City Counci 1 can deny the approval of the proposed Zoning Ordinance
amendment.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that the City Council adopt Alternative
#1. This will approve the proposed Zoning Ordinance amendment and will set
May 21, 1985 as the date of the public hearing for the proposed amendment.
