COUNCIL ACTION FORM
SUBJECT: Increase in Sewer Service Charges / 4
BACKGROUND:
Financial planning for the water pollution control project has include a
sewer rate increase effective in July 1985. This is the second in a series
of three rate increases designed to provide for the local share of project
costs.
A report presented to the City Council on April 9 provided alternative rate
proposals for increasing overall revenue by 25 percent. A public information
meeting was held on April 16. On April 23 and May 7, the City Council passed
on first and second readings an ordinance providing for the following:
- The minimum bill for the first 100 cu. ft./mo. will be retained
at $3.00.
- The unit rate for all water used beyond the first 100 cu. ft.
per month will be raised from $1 .30 to $1 .70/100 cu. ft.
This proposal will increase overall sewer revenue by approximately 25
percent. For some customers, the increase will be more; and for others, it
will be less. For the typical single family using 600 cu. ft. of water per
month, the sewer charge will increase from $9.50 to $11 .50 per month in July.
The ordinance also includes a section describing the proposed "yard meter"
and provision for eliminating the sewer service charge on water use which is
not returned to the sanitary sewer system.
ALTERNATIVES:
1 . Pass on third and final reading the ordinance increasing sewer service
charges as described above.
2. Take no action.
MANAGER'S RECOMMENDED ACTION:
