PAUL GOODLAND MAYOR February 8, 1985 TO: Hal Briley and Members of the Board of Electrical Examiners RE: Revision of Qualifications for Members of the Board of Electrical Examiners I am probably no more sure than you are as to the proper protocol iss However, it would seem to me that if there is a desire by the Boardntohis changeue. the qualifications of members, that the Mayor should be consulted before the process begins. I am the one who must elicit applications and then suggest my preferences to the Council . If there appears to be a necessity and reason for changing the qualifications of the applicants, I would like to be so informed before the City Attorney is asked for an ordinance. I have no problem with the change you suggest but I 'm curious as to what prompted such a change. I also realize that all of this would be cleared through the City Manager before appearing on the agenda. It has usually been the norm that members be residents of the City and thus taxpayers of the City in order to serve on such a board. I presume there are good and sufficient reasons for the Board to suggest such a change. I plan to have the appointment process completed and make my preferences known to the Council by March 1st. Therefore, there is not sufficient time to make the change before this appointment process is complete. I hope you fully realize all of this.
