HomeMy WebLinkAbout~Master - Revising Electric Utility Rates ORDINANCE NO. 2895 AN ORDINANCE TO AMEND THE MUNICIPAL CODE OF THE CITY OF AMES, IOWA, BY REPEALING SECTION 28.2, SUBSECTIONS 28.3(2), 28.4(2), 28.5(2) AND 28.5. 1(2) AS THEY NOW EXIST AND ENACTING A NEW SECTION 28.2, AND SUBSECTIONS 28.3(2), 28.4(2), 28.5(2) AND 28.5.1(2) FOR THE PURPOSE OF REVISING THE ELECTRIC UTILITY RATES TO REFLECT THE IOWA COMMERCE COMMISSION FUEL ADJUSTMENT CHANGES; REPEALING ALL ORDINANCES OR PARTS OF ORDI- NANCES IN CONFLICT THEREWITH AND ESTABLISHING AN EFFECTIVE DATE BE IT ORDAINED by the City Council for the City of Ames, Iowa: Section One. That the Municipal Code for the City of Ames, Iowa, shall be and is hereby amended by repealing Section 28.2, Subsections 28.3(2), 28.4(2), 28.5(2) and 28.5.1(2) as they exist now and enacting a new Section 28.2, Subsections 28.3(2), 28.4(2), 28.5(2) and 28.5.1(2) as follows: "Sec. 28.2. ELECTRIC RATES ESTABLISHED The rates at which charges will be made for electric energy and service rendered to consumers by the electric utility of the city are established by sections 28.3 and 28.4 hereof. The net monthly billing based on said rates will be increased or decreased by an amount corresponding to the increase or decrease in the average cost to the city for power plant fuel in the preceding month. The incremental charge will be computed by multiplying the number of kilowatt hours used by a customer by .016 times the difference between the base fuel cost and the average fuel cost of the preceding month. The base fuel cost is $1.925 per million Btu. The average fuel cost shall be determined by dividing the total cost of fuel burned in the city-owned generating facilities in the preceding month by the total heating value of the fuel burned in the same period in Btu (British Thermal Units) times one mil- lion. In the event all or any part of the energy supplied is gene- rated in facilities not owned by the city and obtained by the city through power purchases or plant participation agreements, the fuel price adjustment shall be modified to account for the fuel price adjustment affecting the generating costs of nonowned gener- ating facilities. Sec. 28.3. RESIDENTIAL ELECTRIC RATES. (2) Rate per billing period. For each monthly billing period a residential rate customer (a) shall be charged three dollars and fifty cents ($3.50) and 2 (b) in addition, shall be charged for energy consumption during the billing period as follows: (i) for billing periods ending on or between June 1 and September 30 (summer period) 7.80Q per Kwh for the first 300 Kwhs 7.30,t per Kwh for the next 700 Kwhs 6.80� per Kwh for the next 1000 Kwhs 6.60� per Kwh for all kilowatt-hours over 2000 Kwhs, or (ii) for billing periods ending on or between October 1 and May 31 (winter period) 7.50ir per Kwh for the first 150 Kwhs 6.30� per Kwh for the next 250 Kwhs 5.80t per Kwh for the next 600 Kwhs 5.701T per Kwh for the next 1000 Kwhs 5.65¢ per Kwh for all kilowatt-hours over 2000 Kwhs, and (c) shall be charged any applicable fuel adjustment charge. Sec. 28.4. GENERAL POWER RATE. (2) Rate per billing period: For each monthly billing period a general power rate customer (a) shall be charged five dollars ($5.00), and (b) in addition, shall be charged for energy consumption during the billing period as follows: (i) for billing periods ending on or between June 1 and September 30 (summer period) 9. 10t per Kwh for the first 2000 Kwhs 7.80¢ per Kwh for the next 5000 Kwhs 7.60� per Kwh for all kilowatt-hours over 7000 Kwh, or (ii) for billing period ending on or between October 1 and May 31 (winter period) 7.60t per Kwh for the first 400 Kwhs 7.20� per Kwh for the next 600 Kwhs 6.70t per Kwh for the next 1000 Kwhs 6.20t per Kwh for the next 3000 Kwhs, 5.90t per Kwh for all kilowatt-hours over 5000 Kwhs, and (c) shall be charged any applicable fuel adjustment charge. 3 Sec. 28.5. LARGE POWER RATE. (2) Rate per billing period: (a) For monthly billing periods ending on or between June 1 and September 30 (summer period), a Large Power Rate customer shall be charged (i) a Demand Charge of $5.70 per Kw for the first 10 Kw of Billing Demand $4.10 per Kw for the next 20 Kw of Billing Demand $3.70 per Kw for the next 40 Kw of Billing Demand $3.50 per Kw for all kilowatts over 70 Kw of Billing Demand (ii) and an Energy Charge of 7. 10¢ per Kwh for the first 100 Hours Use of Billing Demand 5.40� per Kwh for the next 100 Hours Use of Billing Demand 4.40¢ per Kwh for all hours over 200 Hours Use of Billing Demand (b) For monthly billing periods ending on or between Octo- ber 1 and May 31 (winter period), a Large Power Rate customer shall be charged (i) a Demand Charge of $4.50 per Kw for the first 10 Kw of Billing Demand $2.50 per Kw for the next 40 Kw of Billing Demand $2.40 per Kw for all kilowatts over 50 Kw of Billing Demand (ii) and an Energy Charge of $6.40� per Kwh for the first 100 Hours Use of Billing Demand 4.401T per Kwh for the next 100 Hours Use of Billing Demand 4.304r per Kwh for all Hours over 200 Hours Use of Billing Demand (c) All charges above also shall be subject to the current applicable fuel adjustment charge. 4 Sec. 28.5. 1. INDUSTRIAL RATE. (2) Rate Per Month. A customer receiving service under the rates of this section shall be charged, for each monthly billing period, a demand charge of $3.32 per Kw for all kilowatts of billing demand; and, an energy charge of 4.886� per Kwh for the first 100,000 Kwh, 4.555� per Kwh for the next 400,000 Kwh, and 4.057� per Kwh over 500,000 Kwh." Section Two. All ordinances or parts of ordinances in conflict herewith are hereby repealed to the extent of such conflict if any. Section Three.
