Dear Mr. Holetz;
With this letter please find a schedule of current and
proposed electric rates for the retail customers of the Ames
Municipal Electric Utility. The proposed rates are adjusted
to bring 1. 1C of fuel cost into the base rate. Under the
proposed rates, the fuel base used for purposes of calculating
fuel adjustment would be increased from $1.2375 per million BTU
to $1.925 per million BTU.
The proposed rates will be presented to the Ames City
Council on May 15, 1984 and May 22, 1984 for adoption into
the Municipal Code of Ames, Iowa.

ON AN EMERGENCY BASIS

!� During the 1983 Regular Session of the 70th General Assembly, the I i
Senate amended and passed H.F. 312 to become effective July 1 , 1983.
Section 21 of that Act is a new suhsection that requires "if an automatic I
' adjustment is used, the adjustment must be reduced to zero at least once in
II every twelve-month period, and all appropriate charges collected shall be I
i
incorporated in the utility' s other rates at that time." We are, therefore,
it adopting these rules to implement the requirements prescribed by lass.
i' We find that notice and public participation concerning amendment of
I) our rules is unnecessary pursuant to Iowa Code Section 17A.4(2) (1983) .
;I The proposed amendments bestow a benefit upon the public by updating our

rules to implement the legislation. These rules shall be effective

EMERGENCY ADOPTED rANDSIMPLEMENTB RULES
The Iowa State Commerce Commission hereby gives notice
that on April 20 , 1984 , the Commission issued an order in
Docket No. RMU-84-6 , In re : Energy Adjustment Clause , "Order
Adopting And Implementing Rules On An Emergency Basis , " and
pursuant to the authority of Iowa Code Sections 17A.4 and
17A. 5 (1983) , amended Iowa Admin. Code 250 . On April 27 ,
1983 , the Senate amended and passed H. F. 312 to become
effective July 1 , 1933 . Section 21 of that act is a new
subsection that requires "if an automatic adjustment is
used , the adjustment must be reduced to zero at least once
in every twelve-month period , and all appropriate charges
collected shall be incorporated in the utility' s other rates
at that time. " These rules implement this new subsection.
In compliance with Iowa Code Section 17A.4(2) (1983) , the
Commission finds that public notice and participation in
this rulemaking is unnecessary, since the rules merely
implement the requirements prescribed by the newly adopted
legislation.
In compliance with Iowa Code Section 17A.5(2)b(1 ) (1983) ,
the commission finds that the normal effective date of the
rule , thirty-five days after publication in the Iowa
Administrative Bulletin , should be waived and the rules made
effective April 23 , 1984. The rules benefit the public by
making our agency' s rules consistent with the new
legislation.

charges , the adjustment must be reduced to zero by a filing
on May 1 effective June 1 . All appropriate charges
