BACKGROUND: On April 20th, 1983, a petition was filed with the City Clerk requesting that the existing parking regulations along Prairie View East be revoked. The Petition was signed by 35 residents who allege that they represent the majority of residents along Prairie View East. On February 3, 1982, another petition was filed requesting that alternate side parking be established along Prairie View East. This petition contains 44 signatures and allegedly represents the majority of property owners along Prairie View East. At the February 9th, 1982 council meeting, Council established alternate side parking along Prairie View East. Since that time, the City staff has been contacted on numerous occasions with complaints and concerns regarding the alternate side parking situation. The central issue in this neighborhood is one that the single family homes located on the southern portion of Prairie View East desire parking only on one side of the street, and the residents living in duplexes located on the north por- tion of Prairie .View East desire no parking regulations. This neighborhood split has existed since the first petition was filed and it appears that time has not smoothed the social implications of an unpopular city ordinance. The staff concern in this matter lies with the inability of emergency vehicles to negotiate the three curves along Prairie View East. It is thus necessary that parking as a minimum be removed from the curve areas. Attached is a Council Action From from the February 9th 1982 meeting which documents the original submission to the council of this problem. The staff's recommenda- tion has not changed. ALTERNATIVES: 1. Revoke the existing alternate side parking regulation along Prairie View East. 2. Leave the existing parking regulations along Prairie View East unchanged. 3. Direct the City Manager to establish "no parking" zones along the inside curb of these three curves at the south portion of Prairie View East. MANAGER'S RECOMMENDED ACTION: It is recommended that the inside curb of the three curves along the southern portion of Prairie View East be designated as "no parking" zones. This can be easily done by applying yellow traffic paint to the curb and by the establishment of "no parking" signs at strategic locations. This alternative would allow additional street area for emergency vehicle access and should eliminate the most pressing staff concerns regarding emergency vehicle movements. In addition, it is recommended that the existing alternate side parking regulations along Prairie View East be revoked. COUNCIL ACTION:
