SUBJECT: Clarification of parking regulations on Ontario Street.
BACKGROUND:
At the September 13th, 1982, City Council meeting an extensive discussion of
the parking regulations on the 13th Street Extension, portions of Hyland
Avenue I and Ontario Street were held. The staff recommended that an
ordinance be prepared which would prohibit parking along the 13th Street
Extension between Stange Road and Hyland Avenue, along Ontario Street
between Hyland Avenue and a point 300' west of the intersection of Hyland
Avenue and Ontario Street, and on the east side of Hyland Avenue between
Ross Road and Ontario Street. Council suggested that the parking along
Hyland Avenue be restricted on the east side between Ross Road and Ontario
only during business hours.
An ordinance was prepared and passed on three readings which prohibits
parking along the 13th Street Extension between Stange Road and Hyland
Avenue. Also an ordinance was prepared and passed on three readings which
provides for no parking on the east side of Hyland Avenue between Ross Road
and Ontario Street. The designation of a no parking zone between Hyland
Avenue and a point 300' west of Hyland Avenue on Ontario Street was
inadvertently not codified. Appropriate parking signs were installed along
all three streets including the 300' portion of Ontario Street. However,
since the Ames code does not provide for the parking restriction along that
portion of Ontario Street it is impossible for a police officer to issue a
parking citation.
Staff is asking for Council clarification of the proposed parking
prohibition along Ontario Street from Hyland Avenue to a point 300' west of
Hyland Avenue. The staff feels that this 300' section is required in order
to provide a transition safety area from the two-lane configuration of
Ontario Street into the four-lane divided configuration of the 13th Street
Extension. A proposed ordinance which would codify the parking restriction
along the 300' section of Ontario Street is attached.
Staff has sent a copy of this report to the area neighborhood organization.
They are encouraged to comment to staff their concerns regarding this topic,
and they have been informed that this item will be discussed during this
Council meeting.

ALTERNATIVES:
1. Pass the proposed parking ordinance on its first reading.
2. Reject the proposed ordinance and direct that the parking signs along
Ontario Street be removed.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that Council pass on first reading the
ordinance prohibiting parking on the 300' section of Ontario Street.
