SUBJECT: First reading of an ordinance establishing parking regulations
along West Street.
BACKGROUND:
A recent review of Section 18.21 paragraph 106 of the Ames Code has revealed
a discrepency between the signing of a parking prohibition on west Street
and the codification of the parking prohibition. Currently this Section of
the Ames Code prohibits parking on West Street on the south side from a
point 85.1' west of the west line of Campus Avenue to Colorado Avenue and on
the north side from Sheldon to woodland Street. These two portions of West
Street are signed with "No Parking Anytime" signs, as delineated on the
attached map.
Additional "No Parking Anytime" signs have been in existence on the south
side of West Street between Colorado Avenue and Franklin Avenue for an
unknown number of years. Generally speaking, automobiles do not park on the
south side of West Street between Colorado Avenue and Franklin Avenue due to
the existence of the "No Parking Anytime" signs. It is however, impossible
for a Police Officer to issue a parking citation to any vehicle found parked
within this portion of West Street, because parking regulations are not
codified.
West Street is designated as a collector street and the street width is not
sufficient to support parking on both sides with two-way traffic being
maintained. Thus, it is imperative that parking be removed from one side of
West Street between Sheldon Avenue and Franklin Avenue. The staff has not
received any recent complaints regarding the existence of the extra no
parking signs other than the comments that generally accompany the overall
shortage of available parking spaces in this area of town. The staff is of
the opinion that an alteration to the existing parking regulation should be
made to establish the continuous no parking zone along the section of West
Street in question. The area neighborhood association has been sent a copy
of this Council Action Form, are encouraged to provide their comments to
staff regarding this proposal, and have been informed that this item will be
on the October 18 Council agenda.
ALTERNATIVES:
1. Approve on first reading the ordinance establishing no parking on the
south side of west Street between Colorado Avenue and Franklin Avenue.
2. Reject the proposed ordinance and direct that all no parking signs in
conflict with the current edition of Section 18.21 paragraph 106 be
removed.
MANAGER'S RECOMMENDED ACTION:
It is recommended by the City Manager that Council approve on first reading
an ordinance establishing no parking on the south side of West Street
between Colorado Avenue and Franklin Avenue.
