HomeMy WebLinkAboutA002 - Council Action Form, August 23, 1983 COUNCIL ACTION FORM Item # Date: Augu t 23, 1983 SUBJECT: Ordinance establishing angle parking on portions of NE 2nd Street, NE 3rd Street, and Des Moines Avenue. BACKGROUND: Mr. Tom Hinders, 3324 Morningside, has placed a proposal before the City Council regarding the establishment of angle parking in the 100 block of Northeast 2nd Street and in the 200 block of Des Moines Street. The letter from Mr. Hinders making this request is attached for reference. Section 18.10, paragraph 2, paragraph C designates those streets on which angle parking is permitted. Currently there are two city streets that have angle parking established on them. The two streets are 5th Street on the north side from Carroll Avenue to Duff Avenue; and Main Street between Duff Avenue and Clark Avenue. The area surrounding 105 through 107' Northeast 2nd Street currently has angle parking provided. This evidently was accomplished a number of years ago, however, the provision for angle parking at this location as well as at other locations in the area has never been incorporated in the Ames Code. The streets that currently are provided angle parking, but which are not codified as having legal angle parking include Northeast 2nd Street between East Avenue and Des Moines Street on both sides, Des Moines Avenue between Northeast 2nd Street and Northeast 3rd Street only on the west side, and a portion of Northeast 3rd Street from East Avenue to the west a distance of seventy (70) feet on the south side of Northeast 3rd Street. Additionally, Mr. Hinders is requesting that Northeast 2nd Street be allowed to have angle parking between Des Moines Avenue and Duff Avenue on both sides. The staff has analyzed the request as well as the existence of angle parking in the area and find this to be a valuable addition to the parking needs of the area. The proposal of Mr. Hinders would result in approximately 12 new parking spaces being created in the area, and the reconstruction of the area through the Urban Revitalization Program would be further encouraged with additional parking spaces. Mr. Hinders has agreed to pay for the costs associated with the construction of these angle parking spaces. ALTERNATIVES: 1. Approve an ordinance that establishes angle parking on portions of NE 2nd Street, NE 3rd Street, and Des Moines Avenue. 2. Refuse the request of Mr. Hinders to designate the 100 block of Northeast 2nd Street as an angled parking zone. However, still pass the portion of the ordinance which reflects those streets which currently have angle parking, but which have never been codified. Council Action Form Angle Parking Designation Page Two MANAGER'S RECOMMENDED ACTION: It is recommended by the City Manager that the City Council pass the ordinance which designates angle parking along the specific sections of Northeast 2nd Street, Des Moines Avenue, and Northeast 3rd Street which are listed above.
