HomeMy WebLinkAboutA004 - Council Action Form, June 14, 1983 ITEM # ' DATE: June 14, 1983 COUNCIL ACTION FORM SUBJECT: To rezone property located at 117 loth Street from R-2 (Low-density Residential ) to H-M (Hospital-Medical ) BACKGROUND: This request for a change in zoning from R-2 to H-M is for a parcel of land located in an area designated for Hospital-Medical purposes in the Land Use Policy Plan; the proposed use for the property is a chiropractor' s office. The subject parcel is in an area recommended by the Planning and Zoning Commission for rezoning from R-2 to H-M as part of the community-wide rezoning proposal . At this point in time it has not been determined whether the existing structure will be remodeled or whether a new structure will be constructed. At the April 20, 1983 meeting of the Ames Planning and Zoning Commission a discussion was held with representatives from the hospital and various clinics in the H-M zone. That discussion indicated a concern about the availability of land for future H-M development, as well as the problems created by small clinic development. Recognizing these concerns as well as the need for a future land use plan for the area, the Department of Planning and Housing at the June 1, 1983 Commission meeting recommended that a detailed land use plan be prepared for the area designated for H-M purposes in the Land Use Policy Plan. This plan would be prepared in conjunction with property owners in the H-M area and property owners in the surrounding area. This study which would take approximately one year to complete received the endorse- ment of the Commission at their June 1 meeting. Despite the need which has been expressed for a detailed H-M land use plan, the Planning and Housing Department does not feel that the owner of the subject property should be penalized by denying or tabling this request until such a plan can be developed. At the Commission meeting on June 1, 1983 the following action was taken: MOTION: (Sherkow/Fouts) Move the staff recommendation to approve this rezoning request. Motion carried unanimously. ALTERNATIVES: 1. Approve the rezoning request as submitted. 2. Deny the rezoning request as submitted. 3. Table the rezoning request until a comprehensive land use plan can be prepared. MANAGER' S RECOMMENDED ACTION: It is recommended by the City Manager that the City Council accept Alternative #1, approval of the rezoning request as submitted, and set the public hearing date for this rezoning for July 12.
