Dear Pat and Barb:
Enclosed is a bunch of stuff on what I think is self-explanatory
material . I am simply puttering around with the ideas for some kind
of if not solution -- at least meaningful working process.
After reading this through, do make some comments and send your thoughts
to me. I don't need my material returned. Meanwhile, we will be having
a Council meeting on the noise ordinance and enforcement on either the
28th or 29th of March.

I am attaching several things:
a. Minutes of the meeting on downzoning
;r . An editorial (not for pride' s sake) for demonstrating further what possibly
might be our direction.
The full statem nt regarding the "Mayflower Compact" suggested for Ames.
We w11 soon be doin two things:
1. Having a meeting to discuss enforcement.
2. Rezoning the City.
I am convinced we need:
1. To strengthen our moral and positive support for the University/City Committee.
This Committee has representatives from students, City, neighborhoods, University,
etc. on it. It is a fully representative committee. It can provide a strong
and valid forum.
2. To set-up an ancillary network to provide for a real and valuable discussion of
issues and a geniune non-governmental and non-legal process for neighborhood calm.
I am also convinced that:
1. Law and enforcement are not the answer nor is it fully possible.
2. Neighbors are going to have to work together.
Therefore, I propose (with the Manager' s support and for having the'IN Manager be a staff
person as resource. )
1. The USCC be the forum for full presentation of neighborhood dilemmas.
2. That neighborhoods develop a "watch" as with crime watch.
3. This "watch" person or persons would be responsible for responding to complaints
and concerns regarding zoning, parking and related matters.
4. These concerns would then be presented to the USCC forum for a full and
thorough discussion if no resolution had been found within the neighborhood.
5. The usual process of complaint and City enforcement is always an option for the
complainant.
6. Short of a resolution within the USCC and the ability to achieve adequate City
enforcement the issue can be presented to the City Council .
Nothing is perfect but at least we could give the full weight of the Council and staff
to such a process. Hopefully it will have a modicum of sucess in resolving:
a. Quarrels over enforcement
b. Quarrels over noise
c. Quarrels over duplex conversion
d. Quarrels over snow
e. Quarrels over parking

These are small matters in the midst of overwhelming international turmoil we should
be able to resolve them with less psychic energy than is presently being expended.
