HomeMy WebLinkAboutA013 - letter from Panhellenic and Interfraternity Councils about noise ordinance 0 0 PANHELLENIC AND INTERFRATERNITY COUNCILS IOWA STATE UNIVERSITY AApril 3 , 1983 BDear Mr. Hammer, As members of Panhellenic and Interfraternity Council Executive committees, we are writing to express our concern with your affirmative vote on the proposed noise ordinance revision. EThe current noise ordinance is a reasonable compromise. It allows persons to enjoy the full rights of property ownership, while at the same time providing a viable, effective means H of legal recourse when the noise reaches a predetermined level on nearby properties. OWe feel that a noise ordinance should be designed to protect persons from unreasonable levels of noise on their own Iproperty. Provision #1 of the proposed revision allows noise measurements to be made at the property line of the noise Kproducer, not the complaintant. In effect, the ordinance revisions eliminate noise which is not a nuisance, as well as noise which is. MFurther, while it may be slightly less difficult to make dbA measurements from a noise producer ' s lot line than from Nthat of the complaintant, the easiest solution is not necessarily the most equitable. Measuring from the nearest H city property is also unfair to next door neighbors who may be much closer to the source of the noise. OWe will be attending future city council hearings to represent the Greek system. However, we did want to inform you of our views prior to those meetings.
