SUBJECT: Parking Regulations on llth Street.
BACKGROUND: On December 9th, 1982, an Administrative Hearing was held with
residents along llth Street near the Mary Greeley Medical Center. Some
residents who live in the 200 block of llth Street requested that the
parking regulations in their block be changed to provide for parking
only on the north side of llth Street in lieu of the south side. Section
18.21(1) prohibits parking on llth Street on the north side from Kellogg
Avenue to Maxwell Avenue. The proposal of the residents is that this
Section be changed to read "llth Street on the north side from Douglas
Avenue to Maxwell Avenue, and on the south side from Kellogg Avenue to
Douglas Avenue".
A total of five (S) residents attended the Administrative Hearing
representing llth Street residents both east and west of Duff Avenue.
Those attending were specific in requesting no other changes in parking
regulations. One written comment was received from Dr. John R. Doran,
a copy of which is attached for reference. The Mary Greeley Medical
Center staff also contacted the City staff and expressed no opposition
to changing the regulation in the 200 block.
Snow removal and street maintenance activities would not be affected
by implementing this change. Traffic operations along llth Street are
not anticipated to be impaired since the intersection of llth Street
and Douglas Avenue is controlled by yield signs in the east-west
direction. Thus the llth Street traffic stream would not be suddenly
introduced to a line of parked cars without first encountering a yield
sign. The proposed change would also increase the number of available
on-street parking spaces in the area. This is due to the reduced number
of driveways on the north side of llth Street, as compared to the south
side within the 200 block.
ALTERNATIVES: 1. Instruct the City Attorney to prepare an ordinance which
would prohibit parking on llth Street on the north side from Douglas
Avenue to Maxwell Avenue, and on the south side from Kellogg Avenue to
Douglas Avenue.
2. Instruct the City Attorney to prepare an ordinance which
would provide alternate side parking on llth Street between Kellogg
Avenue and Maxwell Avenue.
3. Leave the existing parking regulations as they exist.
RECOMMENDED ACTION: It is recommended that the Council instruct the City
Attorney to prepare an ordinance which would prohibit parking on the
north side of llth Street between Douglas Avenue and Maxwell Avenue,
and on the south side of llth Street between Kellogg Avenue and
Douglas Avenue.
