BACKGROUND: Two concerns have been referred to staff regarding the on-street parking situation near the Mary Greeley Medical Center. The first involved Douglas Avenue and a large number of parkers occupying spaces north of 13th Street in lieu of using off-street parking facilities. The second concern in- volved the 200 block of llth Street and the possibility of moving the parking to the north curb. The Douglas Avenue parking situation was thought to be caused by employees not using off-street parking, however, an examination of the off-street lot utiliza- tion reveals that stall occupancy frequently exceeds 950. This includes the Medical Center lots and the McFarland Clinic lots. The overflow must by necessity be located on the street. However, the overflow north of Thirteenth Street should not be encouraged due to serious pedestrian crossing concerns. There are no parking regulations on Douglas Avenue north of Thirteenth Street. Some type of parking restriction is needed to contain parking expansion within the area south of Thirteenth Street. It would be appropriate to restrict parking by time limit or by a total prohibition during Medial Center office hours. An alternate side regulation would not in itself be adequate. On llth Street parking is currently prohibited on the north side between Kellogg Avenue and Maxwell Avenue by Section 18.21(2) . East Eleventh Street has recently experienced redevelopment with medical offices located on the north side. West Eleventh Street has medical offices located on the south side, and Medical Center property lies on the north side. The demand for on-street parking is heavy, however, it is not necessary for this demand to be degrading the remaining residences along Eleventh Street. A change in the parking regulations on Eleventh Street will help preserve the residential nature of the non-medical areas and will also increase the number of available spaces. It must be stressed that the concerns raised within this report may not be a consensus of all affected residents. An administrative hearing on these two issues would help identify all alternatives and would help to notify affected residents of any potential action. ALTERNATIVES: A. Douglas Avenue. 1. No parking regulation between 8 a.m. - 5 p.m. Mondays-Saturdays on Douglas Avenue between Thirteenth Street and Fifteenth Street. 2. A two hour maximum time limit regulation between 8 a.m. and 5 p.m. Mondays through Saturdays on Douglas Avenue between Thirteenth Street and Fifteenth Street . 3. Conduct an administrative public hearing to address these and related concerns with the residents affected. B. Eleventh Street. 1. Prohibit parking on the south side of Eleventh Street between Kellogg Avenue and Douglas Avenue; and continue to prohibit w b parking on the north side of Eleventh Street between ]Douglas Avenue and Maxwell Avenue. 2. Leave the parking regulations as they currently exist. 3. Conduct an administrative public hearing to address these and related concerns with the residents affected. RECOMMENDED ACTION: It is recommended that council authorize an administrative public hearing on both parking issues to involve area residents directly in the development of alternatives to solve the parking concerns.
