BACKGROUND: During November of 1979 council passed on its third reading an ordinance which established alternate side parking on Delaware Avenue. This ordinance was adopted in response to complaints from area property owners regarding the excessive number of vehicles using Delaware Avenue as a parking lot. Prior to this date there were no parking restrictions in affect along Delaware Avenue. The staff recommendation for solving the Delaware Avenue parking problem was to allow parking only on the west side of Delaware Avenue. This alternative was recommended because there were no mail boxes on the west side and the lack of development on the west side provided more on-street spaces than does the east side of Delaware Avenue. Recently a resident residing along Delaware Avenue has complained that the alternate side parking regulation is objectionable from his stand point in that the constant shifting of his vehicles from one side of the street to the other is not convenient nor practical. He has requested that parking be allowed on the east side of Delaware Avenue. The staff has reviewed the previous parking situation as well as the changes brought about by the alternate side regulation and concludes that the most efficient parking configuration along Delaware Avenue would be to allow parking only on the west side. ALTERNATIVES: 1. Re-affirm the alternate side parking regulation currently existing on Delaware Avenue. 2. Direct the preparation of an ordinance rescinding the alternate side parking and establishing a parking prohibition on the west side of Delaware Avenue. 3. Direct that an ordinance be prepared rescinding the alternate side parking regulation on Delaware Avenue and provide for the prohibition of parking along the east side of Delaware Avenue. 4. Direct that an ordinance be prepared rescinding all restrictions to on-street parking along Delaware Avenue. RECOMMENDED ACTION: It is recommended that council rescind the existing alternate side parking regulation on Delaware Avenue and replace it with a parking prohibition on the east side of Delaware Avenue. The no parking signs on Delaware stating-NO PARKING-Monday, Wednesday and Friday-12:01 to 9:00 on the west side of the street and NO PARKING-Tuesday- Thursday-Saturday-Sunday-12:01 to 9:00 on the east side of the street to the following: 2. The east side of the street would be free of no parking signs or no parking signs with a different no parking time stated on the sign. 3. The west side of the street would be free of no parkinq signs or no parking signs with a different no parking time stated on the sign.
