Schainker FROM t Ellen Landon DATEi December 5, 1982 SUBJECT, Publicizing Snow Removal Ordinance In order to make every possible effort to keep people informed about the removal of snow if and when it comes, we have set up a number of ideas as follows: 1. A story about the snow ordinance is in the Key to the City now being mailed throughout this month in utility bills. 2. A blue card, for hanging on bulletin boards is being printed and will be mailed with the utility bills once the final reading is completed. Because this cannot be finalized until after the third reading on December 7, it probably will not be ready for distribution until December 10 or 13. 3— We will initiate a live city telecast on Channel 9 on Wednesday, Dec- ber 8 at 12 noon. The first one will feature Steve Schainker and Don Keltner talking about the snow ordinance. 10 minutes. This will be live from the Council Chambers. We will give a call-in number in case people have questions. 4. Interview with Arnold Chantland and Don Keltner on City Business Report for Sunday, December 12. 5. See about arranging a feature for December lg Weekender, featuring picture of Snow Route sign installation. 6. Send letter from City Manager to Iowa State University housing associations Greek organizations and the off-campus student organization explaining the ordinance and dealing with their most common question: "Where are we going to park?" 7. Have Arnold tape 30-second announcements for radio stations. These would be played when the snow emergency comes. 8. Provide all media with a `.'snow ordinance packet" to be used throughout the season for reference whenever a weather emergency occurs. 9. Follow up on first implementation of snow ordinance with interview with Arnold and Don -- a question and answer session designed to deal with questions people ask most often. (More) l 2.-snow ordinance 10. THE MOST IMPORTANT POINT: People will not read the ordinance or its provisions thoroughly until the first big storm. It will be essential at that time to maintain an informal hotline to inform them about what is going on. Don Keltner will call designated list of radio and television stations (all area ones) every three hours during day. Early in the morning (between 6 a.m. and 6:30 a.m.) he or a designated person will call Ellen Landon, 232-7402, with snow removal information and progress in time for us to get it on the 7 a.m. news. In the event of an especially severe storm, we will call the media more often. 11. Distribute a copy of this plan to all media and ask them to help us keep the people posted. They will be given complete list of whom to call for information. 12. Police will go around snow route''neighborhoods with loudspeaker first time the snow route ordinance is enforced.
