SUBJECT: Annexation/Rezoning Request - Elwood Drive
BACKGROUND:
This is an annexation/rezoning request, P-C (Planned Commercial ) for
property located on the east side of Elwood Drive 300' north of the intersection
of Elwood Drive and Airport Road.
The owner of this property is requesting annexation to enable him to have
access to the City sanitary sewer system. In the Land Use Policy Plan, this
parcel is designated for commercial use and the property owner is requesting
a P-C zoning classification. This property is part of a pocket of unincorporated
land within the corporate limits, and is presently zoned A-1 pending final zoning action.
The Planning and Zoning Commission at its August 10, 1982 meeting reviewed the
request and recommended that both the annexation and the zoning to P-C be
approved.
ALTERNATIVES:
1 . Approve the annexation request and the zoning to P-C.
2. Approve the annexation request and designate the property an alternative
zoning classification other than P-C.
3. Deny the request for annexation.

LOCATION: East side of Elwood Drive approximately 330 feet south of the
intersection of Airport Road and Elwood Drive.

LEGAL DESCRIPTION: Commencing at the A corner of Section 15-83-24, Story
County Iowa, thence South 330.0 feet to the Point of Beginning, thence
South 148.5 feet; thence East 196.0 feet; thence North 148.5 feet; thence
West 196.0 feet to the Point of Beginning, except existing Elwood Drive
right-of-way.
EXISTING LAND USE: The structure on the property is a two family unit.
LAND USE POLICY PLAN DESIGNATION: The Land Use Policy Plan designates this
area as being used for commercial purposes.
PROPOSED LAND USE & ZONING: The applicant indicates a desire to maintain the
current land use, but have the property zoned P-C in anticipation of
development at a later time.
UTILITIES: All utilities are available to the site and are located as follows:
Water: 12" water line in Elwood Drive
Sanitary Sewer: 8" sanitary sewer line in Elwood Drive
Storm Sewer: Storm Sewer runoff is by means of the ditch drainage
system in the area.
REPORT:
1. This property is a pocket of unincorporated area within the
Ames corporate limits.
2. The applicant desires to annex so that the property will have access to
public utilities.
RECOMMENDATION:
The Department recommends that this annexation request be approved.
REZONING REQUEST:
As is City Policy, the property owner has requested the zoning classification
for the property. In this case the property owner has requested a P-C zoning
designation. Although the property is used for residential purposes, the
LUPP designates the area for commercial purposes and the P-C District is the
most appropriate zoning classification for the subject property.
RECOMMENDATION:
The Department recommends that his property be zoned P-C.
