HomeMy WebLinkAboutA010 - Ordinance No. 2827 ORDINANCE NO. 2827 AN ORDINANCE TO ESTABLISH A NEW ELECTRICAL UTILITY RATE CLASSIFICATION FOR MANUFAC- TURING/PROCESSING TYPE INDUSTRIAL CUSTOMERS WITH EXTREMELY HIGH DEMAND FOR AND CONSUMP- TION OF ELECTRICAL ENERGY; AND ESTABLISHING EFFECTIVE DATES BE IT ENACTED, by the City Council of the City of Ames, Iowa: Section One. For the purpose of establishing a new electric utility rate classification the Municipal Code of the City of Ames, Iowa, shall be and is hereby amended by adding thereto a new section 28.5.1 as follows: "Sec. 28.5.1 INDUSTRIAL RATE (1) Availability: Provisions of Sec. 28.5 notwithstanding, elec- trical energy and service shall be available at the following "indus- trial rate" to manufacturing/processing type industrial customers receiving monthly service of not less than 2,500 Kw billing demand and 600,000 Kwh/month consumption. Service shall be at 13,800 volts or higher. The customer shall furnish all transformation for utilization equipment. The rate provided for in this section shall be in full force and effect on and after the first day of July, 1982, through and including the 30th day of September, 1982. On and after the first day of October, 1982, customers who had been on this section's rate shall either receive service at the Large Power Rate provided for in section 28.5 of the Ames Municipal Code, or such other rate as may then be in effect and applicable. (2) Rate Per Month. A customer receiving service under the rates of this section shall be charged, for each monthly billing period, a demand charge of $2.77 per Kw for all kilowatts of billing demand; and, an energy charge of 3.1624, per Kwh for the first 100,000 Kwh, 2.885;� per Kwh for the next 400,000 Kwh, and 2.4695(r per Kwh over 500,000 Kwh. (3) Fuel Adjustment, Primary Service Credit. All charges as aforesaid shall be subject to the current applicable fuel adjustment charge as provided for in section 28.2 of the Municipal Code; and, a fivt percent (50) credit for primary service. (4) Billing Demand. 'Demand', for the purpose of billing, shall be the greater of: (a) The peak fifteen (15) minute demand measured during the current monthly billing period, or (b) Fifty percent (500) of the peak demand measured during the preceding eleven (11) months, (c) provided, however, that the 'demand' used for billing shall in no case be less than 2,500 Kw. (5) Minimum Bill. The minimum monthly bill, shall be the highest demand charge in the current or preceding eleven (11) months. (6) Power Factor Adjustment. A power factor adjustment may be made, at the option of the utility, when the power factor at the time of maximum monthly demand is less than 850 lagging. If the power factor is less than 85 0, the billing demand may be increased as follows: (85 o minus measured power factor) times 1.5 times (current month measured demand). (7) Credit for Customer-Owned Substation. The total billing for demand charge and energy charge shall be reduced by five per cent (50) as a credit for a customer-owned and maintained sub- station. (8) Excessive Facility Charge. In the event service facilities in addition to, or different from, a standard installation are re- quested by the customer, or are required to serve the customer's load, the city shall furnish, install, and maintain such facilities subject to the following considerations: - (a) The type, extent, and location of such service facilities shall be determined by agreement between the city and the customer. (b) Such service facilities shall be the property of the City of Ames Electric Utility. (c) The customer shall pay a monthly rental charge on those facilities in excess of the facilities included in a standard installation. (d) If the optional or nonstandard facilities are used for other customers also, the rental payable by the customer shall be that portion of the total rental which is reasonably assign- able to the customer. (9) Conditions. The industrial rate shall be subject to the follow- ing specific conditions. (a) The customer's total usage on a single premise shall determine whether the customer qualifies for service under this rate structure. In no event shall the customer be billed on both large power and industrial rates. A premise is defined as an industrial establishment and shall include out- lying or adjacent buildings used by the same provided the use of service in the outlying buildings is supplemental and similar to the service used in the main buildings. 2 (b) Fluctuating loads. If use of %energy is intermittent or subject to violent fluctuation, the utility may add to the 15- minute measured demand an amount equal to 65% of the rated capacity in Kw of apparatus which causes such fluctuations. (c) Customer shall furnish and maintain all equipment and transformation for utilization from the connection point on the Utilities 13,800 volt system. Section Two. This ordinance shall be in full force and effect from and after its passage and publication as required by law. Passed this 15th day of June 1982.
