HomeMy WebLinkAboutA001 - Council Action Form, August 17, 1982 COUNCIL ACTION FORM Date: August 17, 1982 SUBJECT: Ordinance Establishing a Speed Limit for the 13th Street Extension. BACKGROUND: The opening of the 13th Street Extension on August 19th, will complete a vital link in the City's transportation network. It is necessary to establish a safe speed limit for the extension. The staff has been evaluating the design speed of the facility as well as making several high speed test runs to determine the most appropriate speed for which this arterial should be signed. The facility has been designed for a running speed of 45 mph, however, it is not appropriate to designate the speed limit at this value. The staff recommends that a 35 mph speed limit be established for the 13th Street Extension. This limit will provide a margin of safety between the posted speed limit and the design speed of the facility in the event that motorists exceed the posted limit. The speed limits on Ontario Street west of the project will remain at 30 mph and 25 mph respectively. The City does not have speed jurisdiction east of the 13th Street Extension until 13th Street crosses the Squaw Creek bridge. It would be appropriate for Council to waive the three readings of the proposed ordinance and enact the ordinance at a single council meeting in order for speed enforcement to be conducted as the facility is opened to traffic. ALTERNATIVES: 1. Pass the ordinance on its first reading and waive the second and third reading. 2. Pass the ordinance on its first reading and schedule subsequent readings at later council meetings. RECOMMENDED ACTION: It is recommended that Council approve the ordinance on its first reading and waive the requirement for two subsequent readings. This would result in the City being able to enforce the posted speed limit on the 13th Street Extension as soon as the ordinance is published. COUNCIL ACTION: Ordinance No. 2829 adopted setting 35 mph as the speed limit. Traffic Engineer to study the speed limit and report back to Council within 30 days with the report to include the average vehicle speed.
