ORDINANCE NO. 2825
AN ORDINANCE TO AMEND THE MUNICIPAL CODE OF THE CITY
OF AMES, IOWA BY REPEALING SUBSECTIONS 13.3(9) and
13.3(21) AND ENACTING NEW SUBSECTIONS 13.3(9) and 13.3(21);
REPEALING SUBSECTION 13.22(2) AND ENACTING A NEW SUB-
SECTION 13.22(2); REPEALING SECTION 13.23 AND ENACTING A
NEW SECTION 13.23; REPEALING SECTION 13.34 AND ENACTING
A NEW SECTION 13.34; REPEALING SUBSECTION 13.38(1)(i) AND
ENACTING A NEW SUBSECTION 13.38(1)(i); REPEALING SUB-
SECTION 13.37(2) AND ENACTING A NEW SUBSECTION 13.37(2);
REPEALING SECTION 13.35 AND ENACTING A NEW SECTION
13.35; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES
IN CONFLICT HEREWITH TO THE EXTENT OF SUCH CONFLICT;
AND, ESTABLISHING AN EFFECTIVE DATE, ALL FOR THE PUR-
POSE OF MAKING CERTAIN AMENDMENTS AND REVISIONS TO
THE RENTAL HOUSING REGULATIONS.
BE IT ENACTED, by the City Council for the City of Ames, Iowa:
Section One. The Municipal Code of the City of Ames, Iowa, shall be
and is hereby amended by repealing subsection 13.3(9) thereof and adopting
a new subsection 13.3(9) to read as follows:
11(9) Inspection Office: The division of permits and inspections of
the City of Ames, Iowa. The division is headed by the City
Building Official."
Section Two. The Municipal Code of the City of Ames, Iowa, shall be
and is hereby amended by repealing subsection 13.3(21) thereof and adopt-
ing a new subsection 13.3(21) as follows:
"(21) St�orl That portion of a building included between the
fa
upper surce of any floor and the upper surface of the floor next
above, except that the topmost story shall be that portion of a
building included between the upper surface of the topmost floor
and the ceiling of the room above. If the finished floor level
directly above a basement or unused under-floor space is more
than six (6) feet above grade, as the term 'grade' is defined in
the Uniform Building Code, 1979 Ed. , for more than fifty percent
(50a) of the total perimeter or is more than twelve (12) feet above
grade as above defined at any point, such basement or unused
under-floor space shall be considered as a story."
Section Three. The Municipal Code of the City of Ames, Iowa, shall be
and is hereby amended by repealing subsection 13.22(2) and adopting a new
subsection 13.22(2) as follows:

"(2) A dwelling unit which is a mobile home shall be secured to
the mobile home stand with tie downs and ground anchors that
conform to any of the authorized standards or methods promulgated
by authorized officials of the State of Iowa in the Iowa Adminis-
trative Code for mobile home anchoring.
The frame, wheels, crawl space, storage area, and utility connec-
tions of all mobile homes shall be concealed from view by skirting
which shall be of a durable all-weather construction which is
consistent with the exterior of the mobile home."
Section Four. The Municipal Code of the City of Ames, Iowa shall be
and is hereby amended by repealing section 13.23 and adopting a new sec-
tion 13.23 as follows:
"See. 13.23. DOORS AND WINDOWS
Each entrance door to a dwelling unit shall be supplied with a lock
and have a reasonable fit. Glass doors and windows shall be
unbroken. Storm doors and storm windows shall be supplied and
installed for exterior doors and windows from fall until spring,
except with respect to thermal-pane windows and insulated exterior
doors. Screens shall be supplied, installed and kept in good
repair. "
Section Five. The Municipal Code of the City of Ames, Iowa, shall be
and is hereby amended by repealing section 13.34 and adopting a new sec-
tion 13.34 as follows:
"Sec. 13.34 FIRE EXTINGUISHERS, APPROVED TYPE
All dwelling units shall have one charged and operable 2 z pound
type ABC fire extinguisher; or, there shall be one charged and
operable five pound ABC fire extinguisher supplied and kept on
each floor of a dwelling within seventy-five (75) feet of every
dwelling unit entrance; or there shall be charged and operable fire
extinguishers which meet the requirements of applicable fire safety
regulations promulgated by authorized officials of the State of Iowa
in the Iowa Administrative Code."
Section Six. The Municipal Code of the City of Ames, Iowa, shall be
and is hereby amended by repealing subsection 13.38(1)(i) and enacting a
new subsection 13.38(l)(i) as follows:
"(i) Supplying and installing storm doors and storm windows for
all exterior doors and windows, except with respect to thermal-
pane windows and insulated exterior doors, at the beginning of the
cold weather season and removing them in the spring."

Section Seven. The Municipal Code of the City of Ames, Iowa, shall be
and the same is hereby amended by repealing subsection 13.37(2) and enact-
ing a new subsection 13.37(2) as follows:
"(2) In lodging, boarding, fraternity and sorority houses, the
maximum number of persons per the same bathroom facilities shall
be eight (8). Such facilities shall be located to afford privacy and
to be accessable from a common hall or passage way to all persons
sharing the facilities. "
Section Eight. The Municipal Code of the City of Ames, Iowa, shall be
and the same is hereby amended by repealing section 13.35 and adopting a
new section 13.35 as follows:
"Sec. 13.351-. MINIMUM REQUIREMENTS, FIRE SAFETY
The following are the requirements of the Ames Rental Housing
regulations for fire safety in rental dwelling units:
(1) Every dwelling unit shall have either access directly to
the outside or two means of exit to the outside reached by
travel in different directions.
(a) Dead end corridors cannot exceed the first twenty
(20) feet of exit traveled from any room door.
(b) A window may be deemed a second means of exit if:
(i) it is easily opened and leads directly to the
exterior of the dwelling
(ii) it is not more than one story above ground.
(2) Exits shall be marked as such and maintained clear of
trash, debris and personal property.
(3) Interior walls and ceiling finishes or decoration shall not
consist of hazardous materials such as styrofoam, burlap,
parachutes, etc.
(4) Buildings shall display street address and dwelling units
shall be identified by a clearly visible number or letter.
(5) Gasoline powered equipment shall not be stored in dwell-
ings.
(6) Corridors and areas around meters and furnaces shall be
kept clear of trash, debris, and personal property."

Section Nine. All ordinances or parts of ordinances in conflict herewith
are hereby repealed to the extent of such conflict.
Section Ten. This ordinance shall be in full force and effect from and
after its passage and publication as required by law.
