BACKGROUND: Last summer a problem with vehicles parking along Prairie View East was brought to staff's attention by the Fire Department. A problem had recently been encountered in responding to a fire call in that access to the southern portion of this street was severely limited by the presence of vehicles parked on both sides. The area specifically generating the problems was the three curves which are located in the southern portion of this street. This street is a 31 foot wide curbed local street which currently serves only the needs of those residents living on the street. The northern half of this residential area has numerous duplexes constructed and the south half has primarily single family homes. In attempting to identify the problems being experienced on this street a letter was sent to each resident exploring several options. These options are listed below. The responses generated by the staff contact show that there is a split in the opinions regarding alternate side parking along the street. Those individuals residing in duplexes do not favor an alternate side parking proposal, and maintain that the problem exists only along the curves to the south. Those residents living along the south half of the street maintain that parking on both sides of the street does indeed constitute a hazard which is intensified during the winter season. The snow fall of the previous weeks has resulted in a narrowing of the traveled way and normal access has been limited due to vehicles parked on both sides of the street. ALTERNATIVES: 1. Prohibit parking on either the east side or the west side of Prairie View East, 24-hours daily. 2. Extend the alternate side parking regulation as existing in other areas of the City so that at least one side of this street is free of cars each day. 3. Designate the inside curb of the three curves at the south end of this street as "No Parking" zones. This can be easily done by applying yellow paint. MANAGER'S RECOMMENDED ACTION: Designate the inside of the curves as "No Parking" zones by the application of yellow paint. This would allow additional street room for emergency vehicles and should eliminate the most pressing need for parking controls in this area. COUNCIL ACTION: JO-L CON � Gv�.a�.e� ✓.ems Yw`� e00 �� ,
