COUNCIL ACTION FORM NO: 03-09-82 SUBJECT: Traffic Petitions on Tripp Street Background: Two petitions were referred to staff at the February 2, 1982 meeting. The first petition requested that a stop sign be established at the intersection of South Wilmoth Avenue and Tripp Street. The second petition requested that on-street parking be prohibited on the south side of Tripp Street. Staff immediately began a parking survey to identify the parking cha-acteristics of the area. This study revealed that, on the average, 13 automobiles are located along Tripp Street and that the average length of stay is 10.4 hours. A total of 120 vehicles can be accomodated along Tripp Street. An administrative public hearing was held on February 26� 1982 after notices were delivered to ninety area residents . Fifteen persons attended this meeting and the consensus was that when vehicles park opposite each other on Tripp Street, it is difficult to maintain a through path. Two affidavits were presented to the staff documenting problems encountered by school buses and garbage trucks while trying to negotiate a narrowed roadway. Staff found that there have not been frequent reported accidents involving moving or parked vehicles along Tripp Street. The parking problem is thus not caused by large volumes of parked vehicles , but rather by the locations that are selected by those parkers. The participants at the hearing specifically did not desire any type of an alternate side parking regulation since this would tend to inconvenience residents. The intersection sight distances were measured at Tripp Street and South Wilmoth and at Lettie Street and South Wilmoth and it was discovered that a deficiency exists at both locations caused by topography. Thus stop sign controls are necessary and have been authorized under Section 26.4 of the Ames Code. Alternatives: 1. Prohibit on-street parking on the south side of Tripp Street. 2. Install alternate side parking 3. Deny the petition for parking controls. Managers Recommended Action: Instruct the City Attorney to prepare an ordinance prohibiting parking on the South side of Tripp Street. Cars parked on both sides of this narrow street make it very difficult to pass through, when :here is an abundance of snow.
