SUBJECT: City Manager's authority to establish appropriate traffic control
devices for the safe and efficient movement of traffic.
BACKGROUND: On several occasions the safety and efficiency of traffic operations
at several intersections has been jeopardized by the lack of
parking restrictions near the intersection. An example of this
situation exists at Hyland Avenue and Oakland Street where
vehicles parked close to the intersection obstruct vision to
the north and south. Another example is present at 13th Street
and Northwestern Avenue, where traffic could be moved far more
efficiently if parking was restricted within fifty (50) feet of
the northwest corner. Presently Section 26.4 of the Municipal Code
describes the City Manager's authority to establish appropriate
traffic control devices in accordance with traffic engineering
principles necessary for the safe and efficient movement of
traffic. This section prescribes yield signs, stop signs, traffic
signals, or pavement markings as being the primary devices that
are at his disposal. Parking regulations are not currently in-
cluded under the provisions of Section 26.4. It may be appropriate
to include the designation of "No Parking Here to Corner" signs
under the devices that the City Manager is authorized to establish.
Such authorization should be limited to not exceed 100 feet from
an intersection so as not to interfer with existing on-street
parking regulations which are established by council action.
ALTER14ATIVES: 1. Instruct staff to prepare an ordinance which would expand
the provisions of Section 26.4 to include "No Parking Here
to Corner" signs under the list of devices which the City
Manager has the authority to establish. The Manager's-
discretionary authority would be limited to 100 feet
from an intersection where such regulation is deemed in
accordance with traffic engineering principles necessary
for the safe and efficient movement of traffic.
2. Instruct staff to continue with the current policy which is to have
each individual parking regulation of this type pass through
the City Council for separate reading.
MANAGER'S RECOMMENDED ACTION: Expand the provisions of Section 26.4 as detailed
above.
