Dear Mr. Chantland:
This is in response to your letter of December 15, 1981, concerning revision
of the floodway limits on College Creek.
Based on a review of data submitted by your office and the Iowa Natural
Resources Council, we approve the proposed floodway change as compliant with
regulations of the National Flood Insurance Program. The floodway changes
may, therefore, be incorporated into the flood plain management ordinance
adopted by the city (No. 2745, January 22, 1980) .
The floodway change does not necessitate a revision of the Flood Boundary
and Floodway Map, dated January 2, 1981. The change can be adequately
enforced by an amendment of the section of the ordinance which establishes
the floodway. . The change can be documented by referencing the Corps of
Engineer's hydraulic analysis of the proposed floodway, or other suitable
document.
If enforcement of the floodway boundary in the area would involve frequent
reference of the floodway change, a map revision would be advisable. But
with the select development expected in the area, a map revision would not
appear to be cost-warranted.
We do request that copies of amendments to your flood plain ordinance be
submitted to this office and to the Iowa Natural Resources Council.
