The following explanations and a transparency will show the suggestions in total . In addition to the suggestions of the Commissioner of Elections as outlined in my December 4 memo, Council Member Hammer proposed that Hawthorne Apart- ments(population 364) be switched from Ward 2 Precinct 5 to Ward 4 Precinct 5 and that all of Pammel Court and Hawthorne combine to make one precinct. Ward 4 Precinct 4 would then consist of the remaining areas of what was Ward 4 Precincts 4 and 5. This proposal would result in the following populations: Ward 2 = 11,349 Ward 4 - 11,537 Precinct 1 - 1,800 Precinct 1 - 1,833 Precinct 2 - 1,777 Precinct 2 - 1,839 Precinct 3 - 1,872 Precinct 3 - 1,702 Precinct 4 - 1,999 Precinct 4 - 2,600 (only 1,466 Precinct 5 - 2,045 registered voters) Precinct 6 - 1,856 Precinct 5 - 1,679 Precinct 6 - 1,884 Council Member Hammer then requested that the boundaries of Ward 1 Precincts 2, 3 and 4 be straightened and that the length of Ward 1 Precinct 6 be reduced. Ward 1 = 11,313 Precinct 1 - 1,907 Precinct 2 - 1,936 Precinct 3 - 1,582 Precinct 4 - 2,216 Precinct 5 - 2,249 Precinct 6 - 1,423 It was then discovered that the Census Service Bureau information was incorrect for the large block bounded by Storm/Ash/Plortensen/and the east side of the Towers. The Bureau listed a population of 630. There are only 26 dwelling units in the area. Using the census ratio of 2.45 persons per unit would result in a population figure for the block of 63. The Towers Residence Office was then contacted to see if the excess population should have been included with Page 2 Reprecincting December 8, 1981 the Towers. That was the case. The 567 difference was then added to the Towers in Ward 3 Precinct 5. Ward 3 = 11,084 Precinct 1 - 1 ,372 Precinct 2 - 2,014 Precinct 3 - 1,932 Precinct 4 - 1,508 Precinct 5 - 2,339 Precinct 6 - 1,919 Council Members Thurston and Parks then expressed their desire that the area bounded by 20th/Duff/12th/Northwestern remain in Ward 2 (population 964) and the area between the railroad tracks/Grand/Lincoln Way/Squaw Creek remain in Ward 1 (population 460). This would result in the following based on the suggestions previously made: Ward 1 = 10,809 Ward 2 = 11,853 Precinct 1 - 1,907 Precinct 1 - 1 ,340 Precinct 2 - 2,396 Precinct 2 - 2,741 Precinct 3 - 1,582 Precinct 3 - 1 ,872 Precinct 4 - 2,216 Precinct 4 - 1,999 Precinct 5 - 1,285 Precinct 5 - 2,045 Precinct 6 - 1,423 Precinct 6 - 1 ,856 ----------------------------------------------------------------------------- With all of the suggestions made so far the Wards and Precincts total up as follows: Ward 1 = 10,809 Ward 2 = 11,853 Precinct 1 - 1,907 Precinct 1 - 1,340 Precinct 2 - 2,396 Precinct 2 - 2,741 Precinct 3 - 1,582 Precinct 3 - 1 ,872 Precinct 4 - 2,216 Precinct 4 - 1 ,999 Precinct 5 - 1,285 Precinct 5 - 2,045 Precinct 6 - 1,423 Precinct 6 - 1,856 Ward 3 = 11,084 Ward 4 = 11,537 Precinct 1 - 1,372 Precinct 1 - 1,833 Precinct 2 - 2,014 Precinct 2 - 1,839 Precinct 3 - 1 ,932 Precinct 3 - 1,702 Precinct 4 - 1,508 Precinct 4 - 2,600 Precinct 5 - 2,339 Precinct 5 - 1,679 Precinct 6 - 1 ,919 Precinct 6 - 1,884 Total Population - 45,283 Average Ward Population - 11,320 v �1 (,trCf/1
