CITY OF AMES DEPARTMENT OF PLANNING & HOUSING REPORT TO THE PLANNING & ZONING COMMISSION PREPARED: September 29, 1981 MEETING DATE: October 7, 1981 ZONING CASE NO. : : Z-81-12 APPLICANT: This rezoning was initiated by the signers of the attached petition. REQUESTED ACTION: To rezone from R-2 (Low-density Residential) to R1-6 (Low- density Residential) LOCATION: This area is bounded on the north by Ontario Street, on the east by Hyland Avenue, on the south by Ross Road (both sides) and on the west by Iowa Avenue. SIZE: Approximately 10 acres ± EXISTING LAND USE: Residential - 24 single Family structures: 2 duplexes SURROUNDING LAND USE AND ZONING North: Residential; R-2 East: Nature Preserve; R-2 South: Residential; R1-10 West: Residential; R-2 FINDINGS: Land Use Policy Plan The Land Use Policy Plan designates this area as suitable for low-density residential development. Zoning History This area has been zoned R-2 since 1965 when the current zoning designations were adopted. Prior to that time, it was zoned "A" which permitted single- family and two-family dwellings. Public Utilities Utilities to the area are adequate to support the current residential density. The capability of the infrastructure system to support an increased density will not be known until the Infrastructure Study is completed. Vehicular Access Vehicular access is readily available to the area and will improve with the opening of the 13th Street/Ontario Street connection in 1982. Physical Characteristics The area is typical of similar established residential areas in the community from the standpoint of vegetative cover. Drainage is to the south into Clear Creek. Soils information is not available and the area is not subject to flooding. ANALYSIS: 1. There are 26 residential structures located in the area requested for rezoning. Of that total, 24 structures or 92% are single-family' structures and the remaining 2 structures or 8% are two-family units. It can be seen that the area is predominantly single-family in character. 2. The Land Use Policy Plan designates the area as being suitable for low- density residential although both the R-2 and RI-6 zoning classifications are considered "low-density residential." Thus, as has been the case and will be the case with future requests of this nature, the LUPP provides no guidance regarding zoning determinations. 3. Of the 26 properties in the area, the owners of 22 have signed the petition requesting the zoning change. This is approximately 85% of the property owners in the area. 4. Of the three areas before the Commission at this meeting requesting a change in zoning, this area is probably the easiest to address from a planning standpoint. The area is basically single-family in nature with one of the two duplexes in the area approximately two to three years old. Several of the lots in the area are large lots and there is one large, undeveloped parcel on Ontario Street. Although,because of the size of the lots, it could be seen as an area with a potential for increased density, increasing the density significantly would negatively impact the area and lead to a change in character. Designating the area R1-6 would allow some additional development but would restrict that development to single-family structures.
