Request to retain A-1 (Agricultural) zoning if annexed to the City. BACKGROUND: The primary reason for annexation is for the existing dwelling on Parcel 2 (south of Oakwood Road) to hook-up to city water. The well that is� serving this property is no longer adequate. At present Parcel 1 is undeveloped and is being annexed so that Parcel 2 will be contiguous to the corporate limits. The Planning and Zoning Commission .recommended that this request for annexation be approved and that Parcel I (north of Oakwood Road) be rezoned S-R (Suburban Residential) and that Parcel 2 (south of Oakwood Road) remain zoned A-1 (Agricultural). ALTERNATIVES: The alternatives are to annex or not to annex. MANAGER'S RECOMMENDED ACTION: The City Manager recommends that this annexation request be approved and that a public hearing for the rezoning request be set for November 10, 1981. EXISTING LAND USE: A single-family dwelling is located on Parcel #2 south of Oakwood Road. LAND USE POLICY PLAN DESIGNATION: The Land Use Policy Plan designates this area for low-density residential use north of Oakwood Road and as residential expansion south of Oakwood Road. PROPOSED LAND USE AND ZONING: The intention is to continue the current land use, a single-family dwelling, located on Parcel #2, south of Oakwood Road. The applicant requests an A-1 zoning classification. UTILITIES: There is a 12" water line in Oakwood Road. An 8" sanitary sewer line runs along the northwest 166.6 feet of Parcel #1, north of Oakwood Road. Sanitary sewer is not available to Parcel #2, south of Oakwood Road. Storm water runoff is handled by means of ditches along Oakwood Road. REPORT: 1. Attached is letter from the Story County Planning and Zoning Commission recommending that this property be annexed. 2. The primary reason for this annexation is to hook up to city water. The well that is presently serving this property is no longer adequate. 2 • • 3. The applicant has requested an A-1 zoning be placed on this property. This appears to be appropriate zoning for Parcel #2 south of Oakwood Road. This piece of property exceeds one acre in size and most of the uses south of Oakwood Road are agricultural in nature. The applicant's property north of Oakwood Road, Parcel #1, abuts Suburban Residential zoning to the east and west. There are only two small lots (less than one acre in size) which are zoned A-1 north of Oakwood Road. (These two A-1 lots should be looked at when the Commission looks at the Zoning Map for the entire city and be placed in a more appropriate district.) Since Parcel #1 is similar in nature to the property to the west which is zoned Suburban Residential, it would appear that this parcel should be zoned Suburban Residential, even though it meets the area requirements for the A-1 zone. STAFF RECOMMENDATION: The staff recommends that the annexation be approved and that Parcel 111 located north of Oakwood Road be zoned S-R (Suburban- Residential) and that Parcel #2 located south of Oakwood Road be zoned A-1 (Agricultural). Niegowski IA4/ Planning & Zoning Administrator Re : Petition by Ringgenberg Farms, Inc, for Voluntary Annexation At their regular meeting on September 21, 1981, the Story County Planning and Zoning Commission voted to recommend annexation of the properties described in the Petition for Voluntary Annexation by Ringgenberg Farms , Inc. During a brief discussion it was noted that annexation of Parcel # 1 , north of Oakwood Road would help clean up the confused city boundary in this atea. While annexation of Parcel # 2 would do little to help simplify boundaries in the area, it was noted that the two acre parcel is developed as a farmstead, the residents were faced with the emergency situation of their water supply becoming undrinkable, and no cultivated land would be removed from production. On a motion by Ken Jones, seconded by Ralph Farrar, the Commission voted to recommend that the petition by Ringgenberg Farms , Inc. be approved with six of the seven commissioners voting aye, one voting no.
