HomeMy WebLinkAboutA003 - Council action form, September 22, 1981 f � 0 COUNCIL ACTION FORM NO: September 22, 1981 SUBJECT: On August 3, 1981, Doran Building Enterprises submitted a request to rezone properties located at 118 llth Street, 1016 and 1018 Douglas Avenue from R-2 (Low-Density Residential) to H-M (Hospital-Medical) BACKGROUND: The applicant, Doran Building Enterprises, owns these three properties and plans to clear the properties to provide additional parking facilities for the Medical Arts Building located at 110 llth Street. In reviewing this request, the Department determined that if the rezoning of the three lots occurs, three lots will remain on the block zoned R-2. Since the entire block is designated H-M in the Land Use Policy Plan, it appeared logical that the entire block should be zoned H-M. To facilitate that possibility, the three property owners were contacted and asked if they were opposed to the rezoning of their property. Based on that, the Department made the following recommendation: "The Department of Planning & Housing recommends this request for rezoning be approved. In addition, the Department recommends that the three properties to the south be included in this rezoning unless the property owners are opposed to such an action." PREVIOUS CITY COUNCIL ACTION: In early 1981, there were a number of requests for rezoning properties in the general area to H-M and those requests were before the City Council on March 17, 1981. At that time the City Council tabled action on those requests until such time as the Council received a report from the Planning and Zoning Commission regarding the H-M designation in the Land Use Policy Plan. COMMISSION ACTION: The Planning & Zoning Commission reviewed this request at their meeting on September 2, 1981, and recommended that properties located at 1006, 1016, and 1018 Douglas and 118 llth Street be rezoned from R-2 (Low Density Residential) to H-M (Hospital-Medical) . In addition, the Commission advised the City Council that the review of the Land Use Policy Plan for the area has been completed and the boundaries of the H-M area have not changed from those shown on the present LUPP Map. The Commission urges the City Council to take action on the H-M requests tabled in March. ALTERNATIVES: There appear to be five alternatives: 1. Approve the rezoning as requested for properties at 118 llth Street, 1016 and 1018 Douglas Avenue. 2. Deny the rezoning as requested. 3. Accept the recommendation of the Planning and Zoning Commission to include the property at 1006 Douglas Avenue in the rezoning request. 4. Reject the recommendation by the Planning and Zoning Commission. 5. Rezone the six properties on the west half of the block from R-2 to H-M (117 loth Street, 1002, 1006, 1016, 1018 Douglas Avenue and 118 llth Street) MANAGER'S RECOMMENDED ACTION: As appropriate, establish a date for a public hearing.
