DEVELOPMENT REPORT TO THE PLANNING & ZONING COMMISSION PREPARED, August 24, 1981 MEETING DATE: September 2, 1981 ZONING CASE NO. : Z-81-9 APPLICANT: Doran Building Enterprises STATUS OF APPLICANT: Owner REQUESTED ACTION: Rezone from R-2 (Low-density Residential) to H-M (Hospital-Medical) PURPOSE FOR REQUEST (as stated by Applicant): "Private parking facilities as authorized by Section 29.21 of the Ames Municipal Code for Hospital-Medical District." LOCATION: Southeast corner of Douglas Avenue and llth Street; 118 llth Street, 1016 and 1018 Douglas Avenue SIZE: 19,635 Sq. Ft. EXISTING LAND USE: Residential SURROUNDING LAND USE & ZONING: North: Mary Greeley Hospital; H-M South: Residential; R-2 East: Doran Clinic; H-M West: Parking Lot, Residential; R-3 FINDINGS: Land Use Policy Plan The Land Use Policy Plan designates this area as being suitable for Hospital- Medical purposes. Zoning History The area has been zoned R-2 since 1965. Public Utilities Water -- 4" water line in llth Street Sanitary Sewer -- 8" sanitary sewer in 11th Street Storm Sewer -- 15" storm sewer line in llth Street Vehicular Access Access is available from Douglas Avenue and llth Street Physical Characteristics Vegetation -- Vegetation normally associated with urban development. Terrain -- Generally flat Drainage -- Drainage is to the east. Soils -- N/A Flooding -- N/A c • Z � L—tfl—y ANALYSIS: 1. The LUPP designates this area for H-M purposes and construction of a parking lot to serve an existing medical facility is an appropriate use in this area. 2. This property is owned by the Doran Building Partnership and will serve as additional parking facility for the Medical Arts Building. 3. Because this site is located in the� H-M zone, it will be necessary for a parking lot landscaping plan to be submitted for approval prior to construction of a parking lot. 4. If this rezoning is approved, three parcels will remain on the block that are not zoned H-M. Owners of those properties have been contacted regarding their attitude about having their properties rezoned. RECOMMENDATION: The Department of Planning & Housing recommends this request for rezoning be approved. In addition, the Department recommends that the three properties to the south be included in this rezoning unless the property owners are opposed to such an action.
