" Anderson: "Site plan?" Shank: "Yes, under the ordinance, and that we ' ll probably hold off third reading of the ordinance of the re- zoning until you bring that approved plan in. " Anderson: "I understand that that ' s the game plan and I don ' t have any problem with that. The reason that we have not submitted a site plan at this point is that there is alot of detailed engineering and landscape archi- tecture work on that and unless we have some degree of assurance that the zoning is going to be approved. . . " Shank: "Well, I think that ' s, when we discussed this earlier I think that ' s what Council felt, that by two readings of the ordinance that would certainly be an assurance to you that the Council certainly does feel positively about your plan and the rezoning. But we would like to see the approved plat and the contractual arrange- ments that the City Attorney works out before we do the third reading. "
