He indicated this is not a plan; what is down on this plan is really not what is going to be built. As a consequence this will come back again several times. MOTION: (Manatt/Hoffman) Move we accept the plan given to us, using Paragraph J, Alternative 2, and extend the east side fence to the north the total length of the driveway. AMENDMENT: (Manatt/Hoffman) Motion was amended to include the west fence be on the lot line and the developer remove the hedge that exists there. Motion failed: 3 for (ZinRR. Manatt. Kahler) , 3 opposed (Sherkow, Whetstone, Hoffman) ------------------------------------------------------------------------------- REQUEST TO REZONE 21.5 ACRES LOCATED ON THE SOUTH SIDE OF SOUTH 16TH STREET, IMMEDIATELY EAST OF OLD ORCHARD MOBILE HOME PARK. Mr. Brennan reviewed the staff report on this request. The Land Use Policy Plan designates this area for commercial purposes and not for residential development. It would appear to be a need for an amendment or change to the LUPP. The applicant is asking only for approval of the rezoning from A-1 to R-5 and A-1 to G-C. The plan submitted is only a preliminary plan and the applicant is not asking for plan approval at this time. The applicant requested that the area to be used for commercial purposes be zoned General Commercial. He intends to include a convenience store, laundry and an office at this site. The Department would recommend this area be zoned Planned Commercial because of its relationship to residential development on this parcel and to the area to the west. In the new mobile home section of the zoning ordinance, which is not yet adopted, commercial uses are permitted exclusively for the convenience of the residents of the mobile home park. It is not the intention of the applicant to limit the use to their exclusive use. The mobile home ordinance will be back before City Council on August 13, 1981. The Department makes the following recommendations: (1) that the LUPP designation at this site be changed to reflect the proposed land use; (2) that the property be rezoned as requested from A-1 to R-5; (3) that the portion of the property set aside for commercial purposes be zoned P-C and the following be considered impermissible uses : dwellings, gasoline service stations and hotels/motels. Mr. Kahler stated that it would seem more convenient to have the laundromat and other facilities located in the center of the park. Mr. Brennan replied that the commercial facilities were to serve not only part residents but other people in the area. Donald Anderson, Anderson Investment Company, presented his proposal for a mobile home park. He stated that the proposal is to develop this tract as a low-density mobile home park, and it meets all the requirements of the proposed mobile home park ordinance. The density in the park is 4.68 units per acre, while the proposed ordinance permits 7 units per acre. As a result, on the entire 21 acres there would be 101 units. He stated that 101 units are not adequate to support a convenience store, a laundromat , and the park office. Therefore, he is asking that the area in the northwest corner be zoned commercial so it can serve residents in the adjacent mobile home park and anyone else in the neighborhood. r Planning & Zoning Commission 5 August 5, 1981 Mr. Zingg asked how development would be staged. Mr. Anderson replied that the Ames market will support approximately 30 units per year. His plan is to put in the original loop street as the first phase and complete the project in three phases in approximately three years. Mobile home living in a mobile home park is an answer to the need for affordable housing especially since high-interest rates appear to be continuing into the future. Mrs. Manatt asked about the office included in the commercial area. Mr. Anderson explained that it will be the mobile home park manager's office, for park management and for sales of mobile homes until the park is fully occupied. Once th6 park is completed and developed, there will be no more sales. Ms. Whetstone asked if the developer had considered a space for a nursery school for small children. Mr. Anderson replied that he had not, but it was within the realm of possibility. Mr. Zingg also asked about a children's play area. Mr. Anderson stated that this is not a totally adult park, but he hoped to separate adult areas from areas inhabited by families with children. There will be facilities for play for both adults and children. Speaking in Opposition: There was no one present who spoke in opposition to this request. MOTION: (Kahler/Manatt) Move that we approve the rezoning of the 21.5 acres from A-1 subject to the following stipulations: 1. The Land Use Policy Plan designation for this site be changed to reflect the proposed land use. 2. The property be rezoned as requested from A-1 to R-5. 3. The portion of the property set aside for commercial purposes to be zoned P-C and that the following be considered impermissible uses: a. Dwellings b. Gasoline service station C. Hotels/motels Motion carried, 5 for (Kahler, Zingg, Manatt, Hoffman, Whetstone) ; 1 opposed (Sherkow) ------------------------------------------------------------------------------- SIGN APPROVAL - REQUEST TO INSTALL A NEW EXTERIOR SIGN AT THE HALLWAY LOCATED AT NORTH GRAND MALL WHICH IS ZONED P-C (PLANNED COMMERCIAL Mr. Brennan indicated staff had reviewed the request and had no basic opposition to the request. The staff, however, would like to see some stipulations placed on sign approval to include: (a) that the existing wood facade should be stained or painted; (b) that the existing light fixtures be replaced; (c) that a landscape plan be submitted for review and approval by the Department ; and (d) that a small wooden enclosure be constructed adjacent to the building to conceal the garbage cans. Mr. Brennan stated that the staff would like to see the above stipulations complied with before a permit is issued for the sign. Ms. Whetstone asked if there was any explanation why red neon lights were used. She expressed concern about the nature of red neon signs. Mr. Brennan explained that the red neon will be interior to the sign. The sign itself will be metal with a white translucent plastic cover.
