CALL TO ORDER: The meeting was called to order at 7: 30 p.m. by Vice-Chairman
Sherkow..
APPROVAL OF AGENDA: The agenda was approved on a motion by Whetstone, seconded by
Manatt.
APPROVAL OF MINUTES, JUNE 172 1981: The minutes were approved on a motion by
Hoffman, seconded by Whetstone.

REQUEST TO REZONE 40 ACRES OF LAND LOCATED 'Z MILE SOUTH OF LINCOLN WAY ON THE
WEST SIDE OF SOUTH DAYTON AVENUE FROM A-1 (AGRICULTURAL) to G-I (GENERAL INDUSTRIAL)
Mr. Brennan reviewed the staff report on this request and stated that this
parcel is designated as suitable for industrial development in the Land Use Policy
Plan (LUPP) . He indicated that there is a water line which could provide service
to the area and a sanitary sewer line located 400 feet south of the property. Also,
there is �ehicular access off of South Dayton Road. The owner has indicated that
he might use some of the land for warehouses and Mr. Brennan stated that warehousing
is not labor intensive and uses a large amount of land. The property owner would
be allowed to use a septic system if he developed the land, however, the City
Council could request that the sewer line be extended, in which case the property
owners in that area would be assessed for the cost . Mr. Brennan added that 50%
of the land to be rezoned is prime agricultural land and most of the area is in
the 100-year flood area. This would mean that construction would be allowed only
if the lowest floor of all buildings were elevated to a minimum of one foot above
the maximum 100-year flood elevation.
Mrs. Manatt asked if the property could be used for intensive industrial
development. Mr. Brennan stated that it could if enough of it was filled in.
Mrs. Hoffman asked about the other businesses in the area and whether they
used a septic system. Mr. Brennan indicated that they do have a septic system and
no qualifications have been required of them to have the sanitary sewer extended.
Mr. Brennan guessed that initially the majority of development on this parcel
would be along the frontage to South Dayton Avenue and stated that any development
would have to have an approved site plan from staff.

Speaking in Favor
Pete Cooper, owner of the 40 acres, stated that he had nothing definite in mind
for developing the land and that he had listed warehousing as one possible use.
Members of the Industrial Development Committee approached him about rezoning some
land to make more industrially zoned land available. He indicated that the land
is farmed now and would remain so until it would be developed.
Ms. Whetstone asked how much of the land would be put into warehousing and
Mr. Cooper indicated that he had no idea.
Arthur R. Risse, Art's Auto Salvage, stated that he did not oppose the rezoning.
Speaking Against
There was no one present who spoke against the rezoning.
Mr. Sargent indicated he was in favor of the rezoning because Ames needs
more industrially zoned land. Ms. Manatt stated that although she is against
rezoning prime agricultural land, this is a special case because this parcel is
a pocket of land surrounded by commercial areas and it is in the industrial
expansion area. Ms. Whetstone agreed with Mrs. Manatt. Mrs. Hoffman asked about
the land to the south also being rezoned and it was noted that this land was in
a trust now. Mr. Sherkow was concerned about the strip of land to the west of
this parcel that would remain A-1 and Mr. Cooper indicated that he was not opposed
to that area being included in the rezoning request since he is the owner. Mr.
Sherkow brought up the concern the Commission has expressed in the past about no
specific use being indicated for a parcel of land to be rezoned. Mrs. Manatt
indicated that this case would be a good opportunity to demonstrate the Planning
and Zoning Commission's cooperation with the Industrial Development Committee.
MOTION: (Hoffman/Sargent) Move that we approve the rezoning of the 40 acres plus
the additional land to the west that is owned by
Mr. Cooper from A-1 to G-I.
Motion carried unanimously.
Ms. Whetstone reiterated to Mr. Cooper the Planning and Zoning Commission's
concern over development of land that they have recommended for rezoning.

DISCUSSION OF LUPP TEXT
Mr. Sherkow brought the Commission up-to-date on the procedure being followed
for revision of the LUPP text. The Commission actively discussed the LUPP updating;
Ms. Whetstone requested some examples of how the issues decided upon would be
dealt with. Mrs. Manatt voiced her concern over the Commission revising the LUPP
text because is was promulgated as a 20-year plan. She suggested keeping the
present plan intact and supplementing it with an addendum consisting of any changes
decided upon. This would simplify the updating and make awareness of the changes
easier. There was active discussion on Mrs. Manatt 's suggestion, with Mr. Sherkow
reviewing events that led up to the present procedure for updating the LUPP. He
noted that some of the information contained in the present plan was not relevant
and the Commission is focusing on a list of issues to be addressed in the plan
with staff having responsibility for the verbage. Once this is completed, background
information and support material can be developed by staff. Mrs. Hoffman noted
that the verbage being deleted consists of information not relevant to the plan

FINDINGS:
Land Use Policy Plan
The Land Use Policy Plan designates the area as being suitable for
industrial development.
Zoning History
The area has been zoned A-1 since being annexed to the City.
Public Utilities
Water -- 14" water line in South Dayton Avenue
Sanitary Sewer -- 12" sanitary sewer line is located approximately 400' south
of the subject property in South Dayton Avenue
Storm Sewer -- Storm water runoff
Vehicular Access
Access will be provided from South Dayton Avenue, a two lane hard surfaced
street.
Physical Characteristics
Vegetation -- The vegetation on site is typical of" vegetation associated
with agricultural activities
Terrain -- Gently sloping to the southwest
Drainage -- Generally to the southwest
Soils -- Based on the Corn Suitability Rating (Prime ag land is 62
and above) approximately 50% of this property is prime ag
land
Flooding -- All of the site except for a small portion in the northeast
corner is within the 100 year flood area. Construction on
the site will be allowed as long as the buildable areas are
built up to a minimum of 1 foot above the maximum 100 year
flood elevation.
ANALYSIS:
1. The Land Use Policy Plan designates the area as being suitable for
industrial development. The LUPP specifically addresses new development
with Policy Statement I1-5 which states;
"That new industrial development is carefully designed so as to provide
an aesthetically pleasing community atmosphere. Industrial development
is an important part of the community, and as such, it should not only
contribute to the tax base, but also to the beauty of the Community."
2. Warehousing is generally not labor intensive and uses large areas of
land. Warehousing cannot be considered an intense industrial use and
if prime agricultural land is to be converted to urban uses a more
intensive industrial use might be more appropriate.
3. As noted there is no sanitary sewer available to the site and the City
will not construct a sewer line until requested by the property owners
in the area. The owner of the subject property could have access to a
sanitary sewer if he is willing to pay the cost for the extension.
RECOiM1ENDATION:
The Department of Community Development recommends that this request for
rezoning be approved.
