Re Street Vacation, Vivian G. Coy Subdivision
Frank Blair
Dear Mayor and Council Members :
At the City Council Meeting of July 21, 1981, in
the course of the public hearing on the proposed vacation
of the street abutting the rear of Frank Blair ' s real estate
in the Vivian G. Coy Subdivision it was my understanding,
based upon remarks made by Councilwoman Mary Atherly, that
the Council had some questions as to whether development
on the rear portion of the Blair property could take place
even if the street were not vacated.
Consequently, on July 24, 1981, I wrote to Planning
and Zoning requesting a clarification. On July 30, 1981,
I received from Pat Switz, Jr.. the enclosed reply with the
attached memorandum. Based upon that material, it appears
clear that development is feasible and I am sorry that any
misunderstanding may have occurred concerning that point.
As the public hearing has been completed, Mr. Blair
will not appear in opposition to the street vacation at the
subsequent readings of the ordinance, although he maintains
his position. While a sale of the vacated street would
result in an immediate financial benefit to the City, it
appears that future development of the Blair property would
offset that immediate benefit by recovery of increased tax
revenue .

additional questions , you should feel free to contact Mr. Blair
or myself.
