NO: 07-07-81
SUBJECT: Ames Public Schools Request - Vacation of Wilson Avenue between
5th and 6th Streets
BACKGROUND:
Attached is a request from Frank B. Johnston, an attorney representing the Ames
School District, requesting that the City vacate that portion of Wilson Avenue
between 5th and 6th Streets, immediately behind Central Jr. High.
The present street serves primarily as access to parking behind the Central
Junior High School and is not needed nor necessary to serve through traffic
in the area.
Our records indicate that a 4" water service line extends along this right-of-
way to the Central Junior High School , and an 8" line with a steamer hydrant
exists at the north entrance near 6th Street. There are also several under-
ground electrical lines both on the east and west side of the right-of-way.
An underground gas line extends to the west side of this right-of-way.
In addition to the utilities which are presently in the right-of-way, there
is an 18" storm sewer located in the playground property west of Wilson Avenue.
This storm sewer is very old and there are not adequate records in the City
concerning easements.
ALTERNATIVES:
1. Approve the vacation subject to the school district granting easements for
the utilities which are presently installed in the right-of-way, and in
addition, require that the school district furnish to the City an up-to-
date easement for the 18" storm sewer in the playground property.
2. Approve the vacation with other stipulations yet to be designated.
3. Deny the request.
MANAGER'S RECOMMENDATION
Alternate #1 is recommended. It is also recommended that the City Attorney be
instructed to prepare the necessary documents for vacation of that property.
