HomeMy WebLinkAboutA009 - memo from Mayor recommendation for another public hearing City of Ames M E M O R A N D U M TO : Council Members FROM: Mayor Goodland DATE : November 18, 1980 SUBJECT: Statement on Rental Housing Ordinance One of the great difficulties in developing ordinances is to elicit the general participation of people who are affected. I fully realize the great problems of adequate communication. In the present instance the Housing Committee was approved on July 21. It held open public meetings on August 19, 28 and September 4, 11, 18, 24 and 29. In my opinion the committee was well-balanced and represented the various segments of our community, with two strong members with rental property owners ' interest. I would have hoped for more consistent input during committee meetings from those ii-lriediately involv`d in the rental of property. We are under a particular urgency with this ordinance because time is of the essence. If it is not completed by January 1, The Uniform Housing Code of the International Conference of Building Officials will be imposed upon us. The committee did a good job. I realize there are always additional matters that can be of concern to some, which is provided for in a Public Hearing and the sub- sequent readings of an ordinance. It would be hoped in the future that major substantive changes could be incor- porated through general participation in the committee work before the Public Hearing or the first reading of an ordinance. After the presentation tonight, I would suggest that we allow for another Public Hearing on November 25 to insure adequate participation before finally passing this ordinance. There is time to do this. The other possibility is to pass the ordinance as it is , with amendments being made after the Housing Committee and legal staff have again reviewed the possible changes.
