I have been directed to communicate this to you and to encourage your direct support of this legislation. Needless to say, the consternation and pain created by drug use throughout the country is intense. Perhaps this kind of legislation will help to minimize the use of those who are not yet involved. RESOLUTION REQUESTING THE ENACTMENT OF AN IOWA STATUTE TO PROHIBIT THE MANUFAC- TURE AND SALE OF PARAPHERNALIA FOR ILLICIT DRUG USE WHEREAS, the State of Iowa enacted the Uniform Control- led Substances Act in 1971, now Chapter 204 Co a of Iowa 1979; and, WHEREAS, the Drug Enforcement Administration of the United States Department of Justice has prepared and pub- lished a MODEL DRUG PARAPHERNALIA ACT in the form of sug- gested amendments to the Uniform Controlled Substances Act; and, WHEREAS, it is found that the drug paraphernalia busi- ness glamorizes and promotes the illegal use of drugs to the detrement of the public health, safety, and general welfare; and, • WHEREAS, it is found that chemical dependency involving the use of controlled substances with and without alcohol has become a public health problem of near epidemic propor- tions . NOW, THEREFORE, BE IT RESOLVED, by the City Council for the City of Ames, Iowa that the Iowa General Assembly is urged to enact the Model Drug Paraphernalia Act as published by the Drug Enforcement Administration of the U.S. Depart- ment of Justice (copy attached) ; or, such other regulations as shall be deemed effective and reasonable for controlling the manufacture and sale of paraphernalia for illicit drug use. BE IT FURTHER RESOLVED that the Mayor of Ames is hereby authorized and requested to communicate our foregoing reso- lution to those members of the Iowa General Assembly elected to represent residents of this city, and to the Governor and Lieutenant Governor, with a plea for their support of this matter as emergency legislation to be enacted before the adjournment of the current session of the Iowa General Assembly.
