Dougal, Director Iowa State Water Resources Research Institute 355 Town Engineering Building Iowa State University Fames, Iowa 50011 Dear Merwin: I want to thank you for your letter of September 17, wherein you set forth your comments and thoughts relative to a request for a floodway change for College Creek outlet channel, for the Elwood Drive extension, and the possible need for additional levee work on the east side of the Squaw Creek south of Lincoln Way. I feel it is indeed appropriate and timely that this matter be brought to the atten- tion of the City of Ames, and concur with your thoughts and ideas relative to the need to undertake these improvements and modifications at this time, in view of the fact that there might be joint cooperative involvement between your project and the utilization of excess fill material on the proposed 13th Street project. I should like to bring to your attention at this time that the Ames City Council, approximately two years ago, made a policy decision in reviewing the overall trans- portation needs and warrants for the City of Ames to eliminate the extension of El- wood Drive from the master transit plan and needs of the community. In view of the f- -t that this action occurred several years ago, you may not have been aware of the :onsiderable discussion concerning Elwood Drive north of Lincoln Way. As a result t}ie =:-auncil policy decision at that time, I feel it is my responsibility to advise you that. Flwood Drive extension no longer is being considered for inclusion into the 5-year capital improvement program of the City and it does not have any priority ra.Ling for funding or construction by the City administration, in view of the earlier "�c;11ril nolicv decision. It wouJ appear to me that if, in fact, there were to be any consideration or involve- ment in the extension of Elwood Drive north of Lincoln Way, even to the point of running the project to the area of North 6th Street, such interest, design, planning and funding would have to be undertaken by Iowa State University or other governmental or institutional parties. It is indeed conceivable, I am sure, that if Iowa State University, at this time, felt that Elwood Drive should be extended north of Lincoln Way over University property, such a project could be incorporated in the University's budget propo§als and be constructed under the provisions of the institutional road method. * Combining Education and Industry with Hospitality Dr. nerwin Dougai September 24, 1979 Pagoe Two I would continue to urge that you work with Arnold Chantland concerning the disposal of excess material on the 13th Street project. I am confident that through cooper- ative and coordinated efforts between the City and the Iowa State Water Resources Research Institute relative to the levee work and flood control proposals, we could make available - because of the short haul required - excess material from 13th Street. I wanted to bring the status and the position of the City to your attention at this time relative to specific policy for Elwood Drive, so you could plan accordingly, and also to encourage your continued involvement in the need, for levee work and other related projects as they relate to potential flooding conditions of Squaw Creek.
