HomeMy WebLinkAbout~Master - Revising Electric Utility Rates ORDINANCE NO. 2723 AN ORDINANCE TO A!-!END THE MUNICIPAL CODE OF THE CITY OF A = , IOWA BY REPEALING SECTIONS 36-8003 AND 36-8004 AND SUBSECTIONS 36-8005 (d) AND (e) AS SAID SECTIONS HERETO- FORE EXISTED AND BY ENACTING NEW SECTIONS 36-8003 AND 36-8004 AND NEW SUBSECTION 36-8005 (d) FOR THE PURPOSE OF ESTABLISHING ELECTRIC UTILITY RATES REQUIRED BY THE BONDING OBLIGATIONS FOR THE POWER PLANT EXPANSION; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH TO THE EXTENT OF SUCH CONFLICT; AND ESTABLISHING AN EFFECTIVE DATE. BE IT ENACTED by the City Council for the City of Ames , Iowa: Section One . The Municipal Code of the City of Ames , Iowa is amended by repealing sections 36-8003 and 36-8004 and subsections 36-8005 (d) and (e) as said sections and sub- sections heretofore existed. Section Two . The Municipal Code of the City of Ames , Iowa is further amended by enacting new sections 36-8003 and 36-8004 and new subsection 36-8005 (d) to read as follows : Section 36-8003 . Residential Rates . (1) Availability : Electrical energy and service shall be available at the "Residential Rate" to residential customers for all single-phase domestic uses in separately metered, single-family residences . (2) Rate per billing period. For each monthly billing period a residential rate customer (a) shall be charged three dollars and fifty cents ($3 . 50) and (b) in addition, shall be charged for energy consumption during the billing period as follows : (i) for billing periods ending on or between June 1 and September 30 (summer period) 6 . 70� per Kwh for the first 300 Kwhs 6 . 20G per Kwh for the next 700 Kwhs 5 . 70c� per Kwh for the next 1000 Kwhs 5 . 501', per Kwh for all kilowatt-hours over 2000 Kwhs , or (ii) for billing periods ending on or between October 1 and May 31 (winter period) 6 . 40� per Kwh for the first 150 Kwhs 5 . 20� per Kwh for the next 250 Kwhs 4 . 70G per Kwh for the next 600 Kwhs 4 . 60� per Kwh for the next 1000 Kwhs 4 . 55�: per Kwh for all kilowatt-hours over 2000 Kwhs , and (c) shall be charged any applicable fuel adjust- ment charge, (3) Minimum bill : The minimum charge per billing period shall be three dollars and fifty cents ($3 . 50) . (4) Conditions : The residential rate shall be subject to the general conditions set forth in Section 36-8005 (a) , (b) , (c) and (d) . - 2 - Section 36-8004 . Commercial and industrial rates. (A) GENERAL POWER RATE (1) Availability: Electrical energy and service shall be available at the "General Power Rate" to commercial and industrial customers for all single-phase or three-phase, single-metered usage, where the consumption of electricity does not exceed 12 ,000 Kwh in any month during the calendar year. (2) Rate per billing period: For each monthly billing period a general power rate customer (a) shall be charged five dollars ($5 . 00) , and (b) in addition, shall be charged for energy consumption during the billing period as follows: (i) for billing periods ending on or between June 1 and September 30 (summer period) 8 .00� per Kwh for the first 2000 Kwhs 6 .70G per Kwh for the next 5000 Kwhs 6 .504 per Kwh for all kilowatt-hours over 7000 Kwh, or (ii) for billing periods ending on or between October 1 and May 31 (winter period) 6 .50� per Kwh for the first 400 Kwhs 6 . 104� per Kwh for the next 600 Kwhs 5 .60� per Kwh for the next 1000 Kwhs 5 .10G per Kwh for the next 3000 Kwhs, 4 . 80� per Kwh for all kilowatt-hours over 5000 Kwhs , and (c) shall be charged any applicable fuel adjustment charge. (3) Minimum bill : The minimum charge per billing period shall be five dollars ($5 . 00) . (4) Conditions : The general power rate shall be subject (a) to the general conditionsof section 36-8005 (a) and (b) and (b) to the following specific conditions (1) Unless three-phase service is determined by the city to be econom- ically available, motors up to and including 5 hp shall be single-phase. Motors above 5 hp shall be three-phase . Three-phase service will normally be 120/208 volt, 4 wire . Where condi- tions warrant (outside the business district area) , 4-wire 120/240 volt service may be furnished if mutually agreeable to the city and the customer. (2) Fluctuating loads . Loads requiring excessive transformer capacity because of large momentary current requirements , or to provide close voltage regulation, shall be subject to an additional charge of $0 . 30 per rated Kva. No charge shall apply if customer furnishes transformers . Corrected July 10, 1979 3 - (3) Should the electrical energy furnished under this schedule for any reason be metered on the primary side of the service transformers, the energy metered shall be reduced by 1 1/2 per cent before calculating the energy charge. (B) LARGE POWER PATE (1) Availability: Electrical energy and service shall be available at the "Large Power Rate" to commercial and indus- trial customers when consumption in any month during the calendar year exceeds 10 ,000 Kwh. A customer who exceeds 10, 000 Kwh per month in any one month may elect to receive power under this rate. A customer who exceeds 10 , 000 Kwh per month in any three months or who exceeds 12 ,000 in any one month during a calendar year shall be required to receive power under this rate at the option of the City. A customer who elects to receive power under this rate may not return to the general power rate except at the option of the City. (2) Rate per billing period: (a) For monthly billing periods ending on or between June 1 and September 30 (summer period) , a Large Power Rate customer shall be charged (i) a Demand Charge of $5 . 70 per Kw for the first 10 Kw of Billing Demand $4 .10 per Kw for the next 20 Kw of Billing Demand $3 . 70 per Kw for the next 40 Kw of Billing Demand $3 .50 per Kw for all kilowatts over 70 Kw of Billing Demand (ii) and an Energy Charge of 6 . 00� per Kwh for the first 100 Hours Use of Billing Demand 4 .30� per Kwh for the next 10-0 Hours Use of Billing Demand 3 . 30� per Kwh for all Hours over 200 Hours Use of Billing Demand (b) For monthly billing periods ending on or between October 1 and May 31 (winter period) , a Large Power Rate customer shall be charged (i) a Demand Charge of $4 .50 per Kw for the first 10 Kw of Billing Demand $2 .50 per Kw for the next 40 Kw of Billing Demand $2 .40 per Kw for all kilowatts over 50 Kw of Billing Demand (ii) and an Energy Charge of 5 .304 per Kwh for the first 100 Hours Use of Billing Demand 3. 30�: per Kwh for the next 100 Hours Use of Billing Demand 3 . 20� per Kwh for all Hours over 200 Hours Use of Billing Demand (c) All charges above also shall be subject to the current applicable fuel adjustment charge. - 4 - (3) Billing Demand: The "Billing demand" shall be the greater of: (a) The peak 15-minute demand measured during the present monthly billing period; or (b) Seventy-five percent (750) of the peak demand measured during the most recent four months of the summer billing period; or (c) Sixty percent (60%) of the peak demand measured during the last eleven monthly billing periods. (d) Provided however, if a customer has not been on the system a sufficient period of time to establish sufficient demand history to allow calculation of (b) or (c) above, then the utility shall issue a bill using the greater of the current monthly peak measured demand or 75% of the highest previously measured demand as the "billing demand" . (4) Minimum bill : The monthly minimum bill shall be the highest demand charge in' the current or preceding eleven months . (5) Power factor adjustment: A power factor adjust- ment may be made, at the option of the city, when the power factor at the time of maximum monthly demand is less than 85% lagging. If the power factor is less than 85% , the billing demand may be increased as follows : (85% Minus Measured Power Factor) times 1 . 5 times (Current Month Measured Demand) (6) Service facilities : The city shall furnish as a standard installation facilities adequate to supply service at a single point of delivery to a normal load equal to the maximum 15-minute demand of the customer. Each standard installation shall include, where necessary, facilities for one standard transformation and the demand and energy consump- tion of the entire premises . (7) Excess facilities charge : In the event service facilities in addition to, or different from, a standard installation are requested by the customer, or are required to serve the customer ' s load, the city shall furnish, install, and maintain such facilities subject to the following considerations : (a) The type, extent, and location of such service facilities shall be determined by agreement between the city and the customer. (b) Such service facilities shall be the property of the City of Ames Electric Utility. (c) The customer shall pay a monthly rental charge on those facilities in excess of the facilities included in a standard installation. (d) If the optional or nonstandard facilities are used for other customers also, the rental payable by the customer shall be that portion of the total rental which is reasonably assignable to the customer. (8) Multiple metering : Where two or more demand metering installations are provided, the maximum 15-minute demand shall be determined by adding together the separate demands at each metering installation. However, primary metering may be installed to measure the total demand at one point, if feasible . Where two or more watthour metering installations are provided, the total Kwh used for billing purposes shall be determined by adding together the Kwh metered at each installation. However, the maximum demand and Kwh supplied at two or more premises will not be combined for billing purposes hereunder. (9) Primary service: Customers who take service at primary voltage shall be granted discounts as follows : (a) 1 1/2% of the demand and energy charge where metering is on the high voltage side of city-owned transformers . (b) 5% of the demand charge and 1 1/2% of the energy charge where metering is on the high voltage side of customer-owned trans- formers . (c) Voltages below 8 ,000/13 , 000 Y nominal are considered secondary voltage . (10) Conditions: The Large Power Rate shall be sub- ject (a) to the general condition in subsection 36-8005 (a) , and (b) to the following specific conditions : (1) The customer ' s total usage on a single premise shall determine whether the customer qualifies for service under this rate structure. In no event will the customer be billed on both the general power and large power rates. A premise is defined as the main building of a commercial or industrial establishment, and shall include the outlying or adjacent buildings used by the same provided the use of service in the outlying buildings is supple- mental and similar to the service used in the main building. (2) Fluctuating loads. If use of energy is intermittent or subject to violent fluctuation, the city may add to the 15-minute measured demand an amount equal to 65% of the rated capacity in Kw of apparatus which causes such fluctuations . Section 36-8005 (d) . The standard approved type of electric water heater shall have a single 120 volt heating element no larger than 1500 watts or shall have multiple thermostatically controlled noninductive 240-volt heating elements of not more than 5000 watts per element with such multiple elements connected inter- locking so that only one element may operate at a time. Section Three . All ordinances or parts of ordinances in conflict herewith are repealed to the extent of such conflict . Section Four. This ordinance shall be in full force and effect for billing periods ending on or after November 25 , 1979 and after its publication as required by law. . - 6 - Enacted this 24th day of July , 1979.
