HomeMy WebLinkAbout~Master - Establishing Procedure for Emergency Snow Removal it R ORDINANCE NO. 2686 AN ORDINANCE TO AMEND THE MUNICIPAL CODE OF THE CITY OF AMES, IOWA BY ENACTING A NEW ARTICLE NUMBERED VIII TO CHAPTER 31 FOR THE PURPOSE OF ESTABLISHING A PROCE- DURE FOR EMERGENCY SNOW REMOVAL FROM CITY STREETS ; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT; PROVIDING A PENALTY AND ESTABLISHING AN EFFECTIVE DATE BE IT ORDAINED, by the City Council for the City of Ames , Iowa: Section One . The Municipal Code shall be and the same is hereby amended by enacting a new Article VIII to Chapter 31 , said new Article to read as follows : "Article VIII Emergency Snow Removal Sec. 31-8001 Purpose. The purpose of this Article is to provide procedures for ordering the location of vehicles parked on city streets so as not to impede the progress of snow removal equipment endeavoring to clear the streets of snow during a declared snow emergency. Sec. 31-8002 Snow emergency, Power to Declare Conferred. The City Manager is hereby granted the mower to declare a ' snow emergency ' whenever snow accumu- lations or forecast accumulations of snow, or when drifting or forecast drifting of snow has or is likely to render various streets impassible for ordinary passenger cars . Sec. 31-8003 Parking of Vehicles . When a snow emergency is declared it shall be the duty of any person having a vehicle parked in a city street to immediately either remove such vehicle from the street or park the vehicle where parking is per- mitted as follows : 1 . If the snow emergency is declared on an odd numbered day of the month a vehicle may be parked on the odd numbered side of the street until after the ' change-over' time. 2. If the snow emergency is declared on an even numbered day of the month a vehicle may be parked on the even numbered side of the street until after the 'change-over ' time. 3 . During a snow emergency no person shall be permitted to park a vehicle on a street where parking is prohibited on both sides at all times . All other parking regulations shall be superceded by the provisions of this section except that of 48 hour parking, parking in front of a fire hydrant, parking in a fire lane, parking on private property against the owner ' s wishes, blocking a driveway, and violation of the regulations of a public or private parking lot, which shall remain prohibited. Furthermore, the r -2- parking meter regulations shall remain in effect and the provisions of this section requiring movement of vehicles shall not apply to metered parking places, or places in municipal parking lots; and, shall not apply to streets or portions of streets subject to regulations requiring alternate side parking. Sec. 31-8004 Change-Over Time. The 'change-over' time referred to in section 31-8003 shall be between the hours of 7 : 00 A.M. and 10 :00 A.M. following the declaration of the emergency. During those hours vehicles may be parked on either side of a street. Sec. 31-8005 Towing of Improperly Parked Vehicles Any vehicle found to be parked where not permitted during a snow emergency may be towed away to a place where parking is permitted or to the City impoundment lot, on orders of the Chief of Police. Sec. 31-8006 Promulgation of Declaration The City Manager shall declare a snow emergency by written message filed with the Mayor, stating the beginning and ending time for the period of snow emergency. The City Manager may cancel such declaration or change the beginning or ending time. The Public Information Office of the City shall inform Des Moines/Ames area radio and television stations that the snow emergency parking regulations for Ames will be in effect and ask for public service announcements to be made. The Public Works Director will place not less than ten permanent signs at strategic intersections informing motorists of their duty to relocate parked vehicles during a snow emer- gency. Such other actions to inform the public of its duties during the emergency may be taken as are deemed by the City Manager to be advisable. " Section Two. Violation of the provisions of this ordinance shall constitute a misdemeanor punishable by a fine not to exceed $100 or by imprisonment not to exceed 30 days. Section Three. All ordinances or parts of ordinances in conflict herewith are hereby repealed to the extent of such conflict if any. Section Four.
