H-M (Hospital-Medical )
PURPOSE FOR REQUEST (as stated by Applicant):
"Contract purchaser of this property wishes to remove existing residential structures
and construct a professional building to be used as a medical clinic. "
LOCATION:
East half of block bounded by Douglas Ave. , Duff Avenue, and loth Street. (Lots 1, 2,
3, & 4 in Block One (1) in A. Richmond's Addition to Ames , Iowa)

FINDINGS:
Land Use Policy Plan
The Land Use Policy Plan designates this area as suitable for Hospital-Medical
related activities.
Zoning History
This area has been zoned R-2 since the present zoning ordinance was adopted in
1965,

Transportation
The subject property is bounded by llth Street on the north, loth Street on the south,
Duff Avenue on the east and an alley on the west. Duff Avenue is a major arterial
which carries significant volumes of traffic. llth Street serves as both a local
street and a minor collector serving the residential area and, more importantly, the
hospital complex. loth Street is a local street which serves primarily the resi-
dential structures located along the street. Construction of a medical clinic
would certainly result in an increase of traffic on both streets.
Physical Characteristics
Vegetation -- Vegetation consists of grass cover, shrubs , and a number of
large, mature trees.
Terrain -- The terrain is nearly completely flat.
Drainage -- Drainage is into the streets and the storm sewer system.
Soils -- N/A
Flooding -- The area is not subject to flooding.
ANALYSIS:
1. The primary concern of the Department with regard to this rezoning
request is the effect this proposal has on the Mary Greeley Hospital
plans for future expansion. This entire block is designated for future
parking by the hospital master plan.
Discussion with John Worley, Hospital Administrator, has determined that
he has reviewed this request with the Hospital Board and they are not
opposed to this rezoning request.
2. 10th Street serves as the southern boundary of the Hospital-Medical
area as designated in the Land Use Policy Plan. The Land Use Policy
Plan makes the following Policy Statement:
Policy Statement G2-3: That it be recognized that the Mary
Greeley Hospital complex and surrounding medical services
areas exist as the hub of a regional health service area.
The importance of that complex and the need for eventual
expansion should play an important part in the determination
of land uses in the area.
This area is in conformance with that policy and will be an expansion
of the present medical services complex.
3. At present there are four residential structures located on this half
block. All four structures appear to be in good to excellent condition
on the exterior. Because of condition and value as residential struc-
tures efforts should be made to move these structures to new sites.
There are a number of mature trees on this half block and it is suggested
that when a medical structure is designed for the site, that the design
will be sensitive to the existence of these trees.
4. The effect of this proposed rezoning on the surrounding neighborhood
is difficult to measure. The major area of concern is to the south
because that area is not included as part of the designated Hospital
Medical Area by the Land Use Plan. It is suggested that the medical
development be sensitive to the surrounding residential areas so as
not to have a negative impact.
RECOMMENDATION:
The Department of Community Development recommends that the request be
approved.
