REPORT TO THE PLANNING & ZONING COMMISSION PREPARED: April 20, 1978 MEETING DATE: May 3, 1978 ZONING CASE NO. : Z-78-7 APPLICANT: Dean Hunziker STATUS OF APPLICANT: Owner REQUESTED ACTION: To zone land that is simultaneously being proposed for voluntary annexation to I-1. PURPOSE FOR REQUEST (as stated by Applicant): "Future industrial development" LOCATION: Southwest corner of E. Lincoln Way and 1-35 SIZE: Approx. 24 acres EXISTING LAND USE: Agricultural SURROUNDING LAND USE & ZONING: North: Industrial Development; I-1 South: Open space (county) , junk yard, King City Mobile Home Park (R-5) further to the south East: 1-35, Agricultural ; County zoning West: Agricultural & vacant; County zoning, Undeveloped industrial land (I-1) further to the west. FINDINGS: Land Use Policy Plan The Land Use Policy Plan designates this area for industrial development and as being contained in the Urban Service Area. Zoning History y This zoning request is being submitted in conjunction with a request for voluntary annexation. S Public Utilities Water -- 8" & 12" lines along E. Lincoln Way east to Dayton Road & 14" line along Dayton Road Sanitary Sewer -- 10"/8" & 15"/10" lines along E. Lincoln Way east to Dayton Road Storm Sewer -- None Other -- N/A Transportation The subject parcel is bounded by one road, East Lincoln Way, an east/west arterial which carries significant amounts of traffic. Although the proximity of this property to E. Lincoln Way makes it an attractive site for industrial development, extreme caution will have to be used to insure safe transportation access to and from the pro- perty, particularly with the change in grade of E. Lincoln Way as it crosses over I-35. (1976 traffic count: 3350 cars/day on E. Lincoln Way between Dayton Avenue & I-35.) Physical Characteristics_ Vegetation -- Some scrub growth along fence lines and the rights-of-way for Lincoln Way & I-35. Terrain -- Gradual slope from the northeast toward the southwest portion of the property. Drainage -- Drainage is to the southwest. Soils -- Flooding -- The subject property is not in a flood prone area. ANALYSIS: 1. The Land Use Policy Plan designates this tract of land for industrial development. 2. I-1 (Light Industrial ) is the appropriate industrial zoning classification for this particular tract of land. It is bounded by I-1 development to the north and I-1 zoning further to the west. Furthermore, it is not located directly adjacent to any residential area or other area of sensitive land use which would warrant a consideration of I-3 (Planned Industrial ) zoning. RECOMMENDATION: The Department of Community Development recommends that the zoning request for this area to I-1 (Light Industrial ) be approved, pending acceptance of the voluntary annexation of this tract of land to the City of Ames.
