HomeMy WebLinkAbout~Master - Revising Electric Utility Rates ORDINANCE NO. 2657 AN ORDINANCE TO AMEND THE MUNICIPAL CODE OF THE CITY OF AMES, IOWA BY REPEALING SECTIONS 36-8002, 36-8003 and 36-8004 THEREOF AND ENACTING NEW SECTIONS 36-8002 , 36-8003 and 36-8004 FOR THE PURPOSE OF REVISING THE RATES OF THE MUNICIPAL ELECTRIC UTILITY; REPEALING ALL ORDINANCES OR PARTS OF ORDINANCES IN CONFLICT HEREWITH TO THE EXTENT OF SUCH CONFLICT IF ANY ; AND ESTABLISHING AN EFFECTIVE DATE BE IT ENACTED, by the City Council for the City of Ames , Iowa: Section One . The Municipal Code of the City of Ames, Iowa shall be and is hereby amended by repealing sec- tions 36-8002 , 36-8003 and 36-8004 thereof as said sections have existed heretofore. Section Two . The Municipal Code of the City of Ames , Iowa is amended further by enacting new sections 36-8002 , 36-8003 and 36-8004 , said new sections to read as follows : "Sec. 36-8002 . Rates Established The rates at which charges will be made for electric energy and service rendered to consumers by the electric utility of the City are established by Sections 36-8003 and 36-8004 hereof. The net monthly billing based on said rates will be increased or decreased by an amount corresponding to the increase or decrease in the average cost to the City for power plant fuel in the preceding month. The incremental charge will be computed by multiplying the number of kilowatt hours used by a customer by . 016 times the difference between the base fuel cost and the average fuel cost of the preceding month. The base fuel cost is $1 . 2375 per million BTU. The average fuel cost shall be determined by dividing the total cost of fuel burned in the city-owned generat- ing facilities in the preceding month by the total heating value of the fuel burn- ed in the same period in BTU (British Thermal Units) times one million. In the event all or any part of the energy sup- plied is generated in facilities not owned by the City and obtained by the City through power purchases or plant participartion agreements , the fuel price adjustment shall be modified to account for the fuel price adjustment affecting the generation cost of non-owned generat- ing facilities . Sec. 36-8003 . Residential Rates (A) General Residential Rate: (1) Availability: To residential customers for all single-phase domestic uses in single-family houses or separately metered single-family apartments . -2- (2) Net Rate (per month) : First 50 Kwh at 8 . 88� per Kwh Next 100 Kwh at 6 .10G per Kwh Over 150 Kwh at 5 . 00� per Kwh (3) Minimum bill : $3 . 50 per month (4) Conditions : General conditions as set forth in section 36-8005 (a) , (b) and (c) are applicable. (B) Residential Water Heating Rate: (1) Availability: To residential customers for all single-phase domestic uses in single-family houses or separately metered single-family apartments pro- vided the customer has installed and in exclusive use an approved electric hot water heater. (2) Net Rate (per month) : First 50 Kwh at 8 . 88� per Kwh Next 100 Kwh at 6 . 10� per Kwh Next 250 Kwh at 3 . 88� per Kwh Next 850 Kwh at 4 . 88� per Kwh Over 1, 250 Kwh at 5 . 00� per Kwh (3) Minimum Bill: $4 . 00 per month (4) Conditions : General conditions as set forth in section 36-8005 (a) , (b) , (c) and (d) are applicable . (C) Residential Space Heating Rate: (1) Availability: To residential customers for all single-phase domestic uses in single-family houses or ;separately metered single-family apartments pro- vided the residence is regular- ly and completely heated by approved permanently installed electric heating equipment during October through May. Bills dated June through Sep- tember shall be billed on the applicable general residential rate or residential water heating rate . (2) Net Rates (per month) : First 50 Kwh 8 . 88� per Kwh Next 100 Kwh 6 . 10G per Kwh Next 250 Kwh 5 . 10� per Kwh Next 350 Kwh 4 .22� per Kwh Next 750 Kwh 3 . 77� per Kwh Over 1, 500 Kwh 3 . 44 per Kwh (3) Minimum Bill : $4 . 00 per month (4) Conditions : General conditions as set forth in section 38-8005 (a) , (b) , (c) , (d) and (e) are applicable. -3- Sec. 36-8004 . Commercial and Industrial Rates (A) General Power Rate: (1) Availability: To commercial and industrial customers where the consumption of electrical energy in any month during the calendar year does not exceed 12 , 000 Kwh. (2) Net Rates (per month) : (a) Rate ;.Zk - Available to commer- cial and industrial customers where the consumption of electrical energy in any month during the calendar year does not exceed 5 , 000 Kwh. First 50 Kwh at 8 . 32� per Kwh Next 350 Kwh at 6 . 88� per Kwh Next 3, 600 Kwh at 5 . 55G per Kwh Over 4 , 000 Kwh at 3 . 88� per Kwh Minimum bill : $4 . 00 per month (b) Rate B - Available to commer- cial and industrial customers where the consumption of electrical energy in any month during the calendar year exceeds 5 , 000 Kwh but does not exceed 12 , 000 Kwh. First 200 Kwh at 7 . 22� per Kwh Next 800 Kwh at 6 . 10� per Kwh Next 9, 000 Kwh at 4 . 72G per Kwh Over 10 , 000 Kwh at 3 . 88� per Kwh Minimum bill: $13 . 50 per month (3) Electric Space Heating Rider: Where permanently installed electric space heating equipment is the exclusive source of heating in the building, the monthly rate shall be as follows for bills dated October through May. Bills dated June through September will be billed on Pate A or B above whichever is applicable. First 200 Kwh at 7 . 22G per Kwh Next 500 Kwh at 6 . 10(� per Kwh Next 1, 100 Kwh at 5 . 00� per Kwh Next 2, 200 Kwh at 4 . 33� per Kwh Over 4 ,000 Kwh at 3 . 66� per Kwh Minimum bill: $13 . 50 per month (4) Conditions : (a) General conditions (a) and (b) as set forth in section 36-8005 are applicable. -4- (b) The following specific con- ditions also apply: (1) Unless three-phase ser- vice is determined by the city to be economically available, motors up to and including 5 hp shall be single-phase. Motors above 5 hp shall be three- phase. Three-phase ser- vice will normally be 120/208 volt, 4-wire. Where conditions warrant (outside the business dis- trict area) , 4-wire 120/240 volt service may be fur- nished if mutually agree- able to the city and the customer. (2) Fluctuating loads . Loads requiring excessive trans- former capacity because of large momentary current requirements , or to provide close voltage regulation, shall be subject to an additional charge of $0 . 30 per rated Kva. No charge shall apply if customer furnishes transformers . (3) Should the electrical energy furnished under this schedule for any reason be metered on the primary side of the ser- vice transformers , the energy metered shall be reduced by 1-1/2 per cent before calculating the energy charge. (4) To qualify for the space :heating rate, the total connected load of the per- manent space heating equip- ment shall be at least 4 , 000 watts . Before the space heating rider is put into effect , the heating system shall be inspected and approved by the City of Ames Electric Utility. (B) Large Bower Rate (1) Availability: To commercial and industrial customers whose consump- tion in any month during the calendar year exceeds 10 , 000 Kwh. A customer who exceeds 10 , 000 Kwh in any one month may elect to receive power under this rate . A customer who exceeds 10 , 000 Kwh per month or who exceeds 12 , 000 Kwh in any one month during a calendar year shall be re- quired to receive power under this rate at the option of the city. A customer who elects at his own op- tion to receive power under this rate may not return to the general -5- power rate except at the option of the city. (2) Net Rate (per month) : Demand Charge : First 30 Kw of billing demand at $3 . 88 per Kw Next 40 Kw of billing demand at $2 . 94 per Kw Over 70 Kw of billing demand at $2 . 22 per Kw Energy Charge: First 100 hours use of billing demand at 3 . 88� per Kwh Next 200 hours use of billing demand at 3 . 50� per Kwh Over 300 hours use of billing demand at 2 . 89� per Kwh (3) Electric Space Heating Rider : Where permanently installed electric space heating equipment is the exclusive source of heating in the building, the monthly rate shall be the same as above during October through May except the demand charge for the first 70 Kw shall be $2 . 28 per Kw and the first 300 hours use of billing demand shall be at 3. 33G per Kwh; and, for over 70 Kw of billing demand the demand charge shall be $2 . 22 per Kw; and, for over 300 hours use of billing demand the energy charge shall be at 2 . 89'* per Kwh. (4) Billing demand: The billing demand shall be the maximum measured 30- minute intergrated demand in the billing month. (5) Minimum bill : The monthly minimum bill shall be the highest demand charge in the current or preceding eleven months . (6) Power factor adjustment: A power factor adjustment may be made, at the option of the city, when the power factor at the time of maxi- mum monthly demand is less than 85% lagging. If the power factor is less than 85% , the billing de- mand may be increased as follows : (85% Minus Measured Power Factor) times 1 . 5 times (Current Month Measured Demand) (7) Service facilities : The city shall furnish as a standard installation facilities adequate to supply ser- vice at a single point of delivery to a normal load equal to the maxi- mum 30-minute demand of the customer. Each standard installation shall -6- include , where necessary, facili- ties for one standard transformation and the demand and energy consump- tion of the entire premises . (8) Excess facilities charge: In the event service facilities in addi- tion to, or different from, a standard installation are requested by the customer, or are required to serve the customer ' s load, the city shall furnish, install, and maintain such facilities subject to the following considerations : (a) The type , extent, and location of such service facilities shall be determined by agree- ment between the city and the customer. (b) Such service facilities shall be the property of the City of Ames Electric Utility . (c) The customer shall pay a monthly rental charge on those facilities in excess of the facilities included in a standard installation. (d) If the optional or nonstan- dard facilities are used for other customers also, the rental payable by the customer shall be that portion of the total rental which is reasonably assignable to the customer. (9) Multiple metering: Where two or more demand metering installations are provided, the maximum 30- minute demand shall be determined by adding together the separate demands at each metering installa- tion. However, primary metering may be installed to measure the total demand at one point , if feasible. Where two or more watthour metering installations are provided, the total Kwh used for billing purposes shall be determined by adding together the Kwh metered at each installation. However, the maximum demand and Kwh supplied at two or more pre- mises will not be combined for billing purposes hereunder. (10) Primary service: Customers who take service at primary voltage shall be granted discounts as follows : -7- (a) 1-1/2% of the demand and energy charge where meter- ing is on the high voltage side of the city-owned transformers. (b) 5% of the demand charge and 1-1/2% of the energy charge where metering is on the high voltage side of customer- owned transformers. (11) Conditions : (a) General condition (a) as set forth in section 36-8005 applies . (b) The following specific con- ditions also apply: (1) The customer ' s total usage on a single premise shall determine whether the customer qualifies for service under this rate structure. In no event will the customer be billed on both the general power and large power rates. A premise :is defined as the main building of a commercial or industrial establish- ment, and shall include the outlying or adjacent buildings used by -the same provided the use of service in the outlying buildings is supplemental and similar to the service used in the main building. (2) Before the space heating rider is put into effect, the heating system shall be inspected and approved by the City of Ames Electrical Utility. (3) Fluctuating loads . If use of energy is inter- mittent or subject to violent fluctuation, the city may base the metered demand upon a 10-minute demand period, or add to the 30-minute measured demand an amount equal to 65% of the rated capacity in Kw of appa- ratus which causes such fluctuations. " 8- Section Three . All ordinances or parts of ordinances in conflict herewith are hereby repealed to the extent of such conflict, if any. Section Four.
