City Attorney October 5 , 1977 Honorable Lee Fellinger , Mayor And Members of the City Council Of The City of Ames , Iowa In Re : Ordinances to Amend Bicycle Regulations Dean ivi&yui Fellinger and Council Members : You will find herewith an ordinance prepared for the purpose of enacting the changes to the bicycle regulations recommended by the Ames ISU Bikeway Committee in their report to the City Council under date of September 13 , 1977 . You will also find herewith an ordinance that I have prepared to implement a suggestion which I made to the City Council on July 8 , 1977 relative to prohibiting operation of motor vehicles on off-the-roadway bicycle paths . I have waited until now in preparing an ordinance on this second matter be- cause I thought perhaps the bikeway committee might decide to address the question of motorized bicycles on these bike- ways . As I indicate in my letter of July 8 , I have personally received a number of complaints about motor bikes and motor- cycles on the bikepaths . In discussing the matter with Holly Fuches , signatory to the September 13 bikeway committee report to the Council , I was informed that she believes that the matter of prohibiting motor vehicles on off-the-roadway bike paths is being considered by the traffic safety committee , but has no objection to it being considered by the Council at this time . Combining Education and Industry with Hospitality -2- Finally , there is a third ordinance included herewith. It is proposed by the City Manager for the purpose of funding the administrative cost of the bicycle licensing program by establishing a fee of $1 . 00 for the license . At this time the Municipal Code provides that there will be no fee for a bicycle license . Respectfully submitted, ,'"John R. Klaus /' City Attorney
