Sprenkel, City Managerje�r DATE: July 26, 1977 SUBJECT: Attached please find a proposed ordinance revision as compiled by the City Attorney regarding the necessary changes relative to the Finance Department assuming certain responsibilities that existed in the past in the Department of Central Services. In essence, the Department of Central Services is being diminished in its responsibilities and the functions of purchasing will be transferred to the Fimince Department for oper- ation, administration and control. The City Attorney has also properly expanded the specific functions of the Finance Department to cover areas of budget presentation, internal auditing and budget compliance supervision. While we are considering the revision of the ordinance relative to the Finance Depart- ment, I feel it is important that we cover both the im uediate need and the anticipated need to allow for the flexibility of this department as «7e become more deeply involved in the Finance Department serving as a service function and management control oper- ation as an integral, full-fledged Finance Department under basic goals and objectives set forth for good management practices and utilized in cities the size of Ames or larger where the municipality operates a full spectrum of municipal and utility seri-iLes. I would appreciate this matter being placed on the agenda for the August 2nd meeting, so that it may proceed through the normal readings and become effective as soon as possible.
