Sec. 36-8002 Rates Established.
The rates at which charges will be made for electric energy and service
rendered to consumers by the electric utility of the City are establishEld
by sections 36-8003 and 36-8004 hereof. The net monthly billing based
on said rates will be increased or decreased by an amount corresponding
to the increase or decrease in the average cost to the City for power
plant fuel in the preceding month. The incremental charge will be
computed by multiplying the number of kilowatt hours used by a customer
by .016 times the difference between the base fuel cost and the average
fuel cost of the preceding month. The base fuel cost is $0.925 per
million Btu. The average fuel cost shall be determined by dividing the
total cost of fuel burned in the city-owned generating facilities in
the preceding month by the total heating value of the fuel burned in
the same period in Btu (British Thermal Units) times one million. In
the event all or any part of the energy supplied is generated in facili-
ties not owned by the City and obtained by the City through power
purchases or plant participation agreements, the fuel price adjustment
shall be modified to account for the fuel price adjustment affecting
the generating costs of nonowned generating facilities.

minute demand period, or add
to the 30-minute measured
demand an amount equal to 65%
of the rated capacity in Kw
of apparatus which causes
such fluctuations ,
