Honorable Mayor and RIembers of City Council: The Planning and Zoning Commission during its regularly scheduled meeting of October 8, 1976, considered the above request for rezoning and by a 4-0 vote approved the following motion: That we amend our original motion. Those members voting aye: Shaughnessy, Nichol, Shank, Riis Those members absent: Lex, Cholvin, Thurston The affect of this motion was to rescind a motion made by the Planning and Zoning Commission on September 10, 1976, which is as follows: That the area presently delineated R-2 be R-1, that the area delineated R-3 be R-2, the area delineated C-5 north of the windbreak be R-3 and south of the windbreak (the northwest cor- ner of Elwood Drive and Oakwood Road) be C-5; and that time not delineate the area east of El- Wood Drive but have the staff work out some sort of C-5/I-3 combination that could be worked out for that area, keeping in mind that we don't want a C-5 area that would permit a huge shopping center, that it would be a con- venience center for the people who live and work in the area. *Combining Education and Industry with Hospitality i Honorable Mayor and Members of City Council bctober 13, 1976 Page Two After having amended its original motion or recommendation, the Planning and Zoning Commission approved a new motion by a 4-0 vote which is as follows: That the area on the east side of Elwood be I-3, that the corner area be C-5, that the west 300 feet be R-1, the next 550 feet be R-2, and the next 730 feet be R-3, as the staff recommended. Those members voting aye: Shaughnessy, Nichol, Shank, Riis Those members absent: Lex, Cholvin, Thurston Following this second motion, Commissioners then approved by a 4-0 vote the following motion pertaining to permitted uses: That the permitted uses in the C-5 that we are recommending be any and all uses allowed in the C-5 ordinance with the exception of hotels/motels and service stations. Those members voting aye: Shaughnessy, Nichol, Shank, Riis Those members absent: Lex, Cholvin, Thurston The result of all these motions is that the Planning and Zoning Commission is now recommending to City Council what the staff essentially recommended to the Commission. Variations would include the Commission's designation of an R-1 district and to not permit service stations as a permitted use. Please find attached a supplementary staff report on this subject along with a plat depicting the location of the various zones being recommended by the Commission. Respectfully, Patrick .
