HomeMy WebLinkAbout~Master - Relating to Designating School Stop Intersections ORDINANCE NO. 2573 AN ORDINANCE TO AMEND THE MUNICIPAL CODE OF THE CITY OF AMES, IOWA BY REPEALING SECTION 33-11071 THEREOF AS SAID SECTION HAS HERETOFORE EXISTED AND ENACTING A NEW SECTION 33-11071 FOR THE PURPOSE OF VES'._'ING THE CITY MANAGER WITH AUTHORITY, SUBJECT TO ENUNCIATED STANDARDS, TO DESIGNATE AND DETERMINE THE LOCATION OF "SCHOOL STOPS" , REPEALING ALL ORDINANCES OR PARTS OF ORDI- NANCES IN CONFLICT THEREWITH TO THE EXTENT OF SUCH CONFLICT; PROVIDING A PENALTY; AND ESTABLISHING AN EFFECTIVE DATE. WHEREAS, it has heretofore been the policy of the City Council of the City of Ames to designate the locations of "schooll stops" for the protection of children walking to and from school by specific ordinances for each location; and, WHEREAS, experience with rapid changes in school at- tendance areas and routes used by children coming and going from the various schools has proven the cumbersome and impracti- cal nature of that procedure; and, WHEREAS, it is desired that special school stops con- tinue to be designated and stop signs located on a temporary basis at those points on those streets where special traffic hazards are created by and to children walking from and to school; and, WHEREAS, it is deemed reasonable and appropriate to vest the City Manager with discretion to respond quickly to these special traffic safety needs by designating the location for school stops at those points on city streets where the manager finds, after consultation with school officials, parents, and by other means, that numbers of school children are or are likely to traverse such streets while coming from or going to school; NOW THEREFORE, BE IT ORDAINED AND ENACTED, by the City Council for the City of Ames , Iowa, as follows : Section 1 . The Municipal Code of the City of Ames, Iowa be and the same is hereby amended by repealing section 33-11071 thereof as said section has heretofore existed. Section 2 . The Municipal Code of the City of Ames is further amended by enacting a new section 33-11071, said new section to read as follows: "Sec. 33-11071. Manager to designate "school stop" ; provide signs or signals ; obedience required. The City Manager is hereby authorized and empowered to designate a special "school stop" at those points on the streets and street intersections of this City where the manager :finds a special hazard to exist with respect to children crossing or traversing such street or street intersection on their way to and from school. The City Manager shall cause to be located at such points so designated, at the times the Manager deems most appropriate, portable stop signs or hand held stop signs . Operators of vehicles approaching such stop signs shall come to a full and complete stop and yield from that stop to all pedestrians . " -2- Section 3 . Violation of this ordinance shall consti- tute a misdemeanor. Section 4. All ordinances or parts of ordinances in conflict herewith are hereby repealed to the extent of such conflict. Section 5.
