HomeMy WebLinkAboutA003 - excerpt from minutes of Planning Division recommendation (Excerpted from Staff Report on the block bounded by Sthi 6th, Grand, and Northwestern) RECOMMENDATION The Planning Division, while it is opposed to the spot rezoning of parcel 12, is not opposed to commercial redevelopment of this block. There are several concerns, however, which are stated elsewhere in this report and will be summarized here: 1. Any commercial redevelopment on the block should be of an office, shop, or professional nature. 2. Redevelopment should not be piecemeal, but rather should employ thoughtful assembly of parcels to use land efficiently, provide adequate parking, and preserve the block as an area of transition from residential areas to the commercial uses of the Central Business District. 3. The redevelopment should show respect for the natural environment on the block by preserving and supplementing existing vegetation, and maintaining the existing topography so as to minimize effects on surrounding areas. Redevelopment should emphasize aesthetic quality as well. 4. Structures of historical significance should be preserved. They can be remodeled to provide office facilities and/or maintained as residential structures. Redevelopment should not become a wholesale bulldozing of structures valuable to the neighborhood and community. S. In an effort to preserve the transitional function of the block, and replace lost housing, we would encourage residential develop- ment in conjunction with commercial uses. Any additional parking area needed by such auxilliary uses further mandates efficiency of assembly and quality in design of redevelopment. The Planning Division of the Department of Community Development supports the commercial redevelopment of this block based upon the principles and concerns enunciated in this report.
